<br />)'-'2 <br />vi , <br /> <br />TUESDAY <br /> <br />FEBRUARY 14, 1984 <br /> <br />Community Commission, who informed Council that the Martinsville-Henry County area, <br /> <br />through the work of the Commission and the cooperation of citizens, has received the <br /> <br />"Governor's Award of Excellence", 1983, in recognition of the Commission's accomplish- <br /> <br />ments in 1983, for which a plaque denoting this recognition was presented to the City <br /> <br />and a similar plaque will be presented to the Henry County Board of Supervisors, and, <br /> <br />also, for which twelve large green-and-white signs, denoting "1983 Governor's Clean <br /> <br />Virginia Award", included as part of the award, will be displayed and placed along <br /> <br />major roads and highways in Martinsvi11e and Henry County. <br /> <br />On behalf of Council and the City and the City Police Department, Police Chief Terry L. <br /> <br />Roop presented an award to Mr. Jerry J. Wilkens in appreciation and recognition of Mr. <br /> <br />Wilkens' aiding and coming to the rescue of a woman when she was recently being attacked <br /> <br />or assaulted by a man, reportedly mentally-deranged, and for Mr. Wilkens' assistance in <br /> <br />subduing and apprehending this man. <br /> <br />Also, on behalf of the City and the Police Department, Police Chief Roop presented to <br /> <br />Mrs. Gertrude Edwards, wife of School Board Vice-Chairman W. W. Edwards, the Police <br /> <br />Department's "Outstanding Citizen of the Year" award and plaque in recognition and <br /> <br />appreciation of Mrs. Edwards' organizing of Neighborhood Watch programs in sections of <br /> <br />the City and her assistance to the Police Department toward establishing various crime <br /> <br />prevention programs. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded, with <br /> <br />further clarification and more specificity therein regarding City Manager Edmonds' recom- <br /> <br />mendations in his recent report entitled, "Sewage Treatment Issues"--the minutes of <br /> <br />Council's regular meeting held January 24, 1984. <br />
