<br />2' .. <br />, , j <br /> <br />TUESDAY <br /> <br />FEBRUARY 14, 1984 <br /> <br />The Central Business District Commission reported that, having considered a recent request <br /> <br />that a section of East Main Street (from Lester Street to Clay Street) and the section of <br /> <br />Clay Street from East Main Street to East Church Street be included in the City's Street- <br /> <br />scape Program, it recommends that the request be granted through providing therefor in the <br /> <br />City's forthcoming 1984-85 budget and, in addition, also recommends that this project be <br /> <br />enlarged to include the east side of Lester Street from East Church Street to East Main <br /> <br />Street and East Church Street from Lester Street to Clay Street, funding for which to be <br /> <br />considered for inclusion in the City's 1985-86 budget. The Commission also recommended <br /> <br />that parking meters along East Main Street, as well as all other on-street parking meters, <br /> <br />be removed immediately and that 20-minute parking signs be erected along these streets, as <br /> <br />appropriate, in keeping with on-street 20-minute parking now permitted in other areas of <br /> <br />the central business district, thus making for a uniform on-street parking system through- <br /> <br />out the central business district. Council unanimously concurred with the recommended <br /> <br />removal of these parking meters and (with) the proposed installation of 20-minute parking <br /> <br />signs. <br /> <br />Upon motion, duly seconded and unanimously carried, Council agreed to the City's serving <br /> <br />as grantee for funding (by the State Division of Criminal Justice Services) of a proposed <br /> <br />- <br /> <br />Detention Outreach Program, as requested by Mr. S. Curtis Nolan, Administrator of ANCHOR <br /> <br />(Anchor Group Homes), in his presentation of an overview of the proposed program, which <br /> <br />program has been advocated and endorsed by The Honorable Junius P. Warren, Judge of the <br /> <br />21st Judicial District Juvenile & Domestic Relations Court. <br /> <br />Council unanimously called for a public hearing to be conducted at its forthcoming February <br /> <br />28th meeting on a proposal, presented by Mr. Edwin A. Gendron, Jr., Attorney at Law, as <br /> <br />counsel for Mr. James Westmoreland, Jr., d/b/a Classic Limousines, Ltd., petitioner, that <br />
