<br />MONDAY, DECEMBER 9, 1985 <br /> <br />-, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that the unopened portion of Olympia <br />Street from Katherine Street to the corner of Lots Nos. 85 and 8A <br />be--and is hereby declared--vacated and abandoned, subject to the <br />providing of a temporary turn-around at the end of the improved sec- <br />tion of Olympia Street and, also, to the preparation of appropriate <br />maps showing the section of street hereby vacated and abandoned, <br />combined with property owned by Mrs. Dorothy L. Hairston; and <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after December 10, 1985. <br /> <br />- <br /> <br />By letters and in person, Mr. William L. Anas, Manager of MultiChannel TV Cable Com- <br /> <br />pany's Martinsville office (i.e., Martinsville Cablevision), notified Council of cer- <br /> <br />tain impending changes to be made in local service provided by his firm as well as of <br /> <br />certain rate changes for some of this service, including a five per cent increase in <br /> <br />the basic service rate which, Mr. Anas pointed out, is the first increase for this <br /> <br />(basic) service since November 1, 1978. <br /> <br />By written report and in person, Mr. Sherman M. Saunders, Executive Director of the <br /> <br />Pittsylvania County Community Action Agency, informed Council that his agency in <br /> <br />1985 has "weatherized" ten homes within the City of Martinsville at a cost for <br /> <br />materials of $6,423.00 and (that) three other houses are currently "in process". Mr. <br /> <br />Saunders also informed Council that 1984 Weatherization Audit performed by Peat, <br /> <br />Marwick & Mitchell showed no questioned costs for the program year. <br /> <br />Pursuant to commission by Council's action taken May 28, 1985, the firm of Manning, <br /> <br />Perkinson, Floyd & Company (certified public accountants), through Messrs. Robert K. <br /> <br />Floyd and Gary F. Eller, CPA's, presented a written report of its findings, as well <br /> <br />as verbal comments by Messrs. Floyd and Eller, as a result of this firm's study and <br /> <br />analysis of the organizational structure of the City Treasurer's office relating to <br /> <br />functions, mamagement practices, internal accounting controls, accountability and <br /> <br />.... .. <br /> <br />183 <br />
