<br />.84 <br /> <br />MONDAY, DECEMBER 9, 1985 <br /> <br />communications, with certain recommendations being suggested to improve these matters <br /> <br />which have been subject to some criticism and/or constructive suggestions in the <br /> <br />official audit reports for the City over the last several years. City Treasurer John <br /> <br />W. Bouldin, Jr., indicated that--although he has not seen a copy of the report but <br /> <br />has been consulted regarding certain portions thereof--most of the some ten findings <br /> <br />have been and/or are being implemented and that he (Mr. Bouldin) is in accord with <br /> <br />the recommendations; however, Mr. Bouldin, responding to certain specific questions <br /> <br />raised by members of Council, pointed out delays in entering cash transactions are <br /> <br />caused at times not only by seasonal "loads" or high volume transactions but also by <br /> <br />occasional computer "downtime" and/or malfunctioning. Meanwhile, Mr. Floyd noted <br /> <br />that it is evident that considerable improvement has been made in the Treasurer's <br /> <br />office toward implementing prior audit report recommendations during the past three <br /> <br />years; and, the study report concluded by stating that "......considerable effort has <br /> <br />been made in recent years to improve the internal accounting controls; to improve com- <br /> <br />munications with the City Finance Department; and to effectively serve the taxpayers <br /> <br />of the City." In accepting this study report, Council requested that Treasurer <br /> <br />Bouldin and City Manager Brown prepare and present a report to Council at its forth- <br /> <br />coming January 14th (1986) meeting citing study report recommendations or findings <br /> <br />already implemented and yet to be implemented, with projected completion date(s) on <br /> <br />those yet to be implemented. <br /> <br />At the request of Mr. W. Allen Adams, of Habco Construction Company, and in acceptance <br /> <br />of a recommendation from the City's Planning Commission, Council unanimously autho- <br /> <br />rized the amending of the Special-Use Permit issued to Habco Construction Company by <br /> <br />Council's action of June 11, 1985, (to permit the construction and operation of a <br /> <br />63-unit apartment complex at the end of Wood and Crescent Streets), to allow for the <br /> <br />relocation of one of the planned four-unit buildings and (for) the revising of the <br />
