" <br /> <br />MONDAY, NOVEMBER 25, 1985 <br /> <br />WHEREAS, the 1984-85 Update to the Virginia State Rail Plan, pages <br />VIII-4, VIII-9 and VllI-l0, identifies and states that the above <br />section of railway is subject to abandonment as of August 1, 1985, <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular session, that it hereby re-asserts its opposition to the <br />abandonment and/or discontinuance of said section of Carolina & <br />Northwestern Railway as contemplated. <br /> <br />By report dated November 20, 1985, City Manager Brown informed Council that with <br /> <br />proper documentation the City might have recovered during the past several years the <br /> <br />cost of overhead associated with administering the City's Social Services Department <br /> <br />and, in addition, with proper documentation and compliance with reporting require- <br /> <br />ments, might recover future overhead costs associated with the City's street mainte- <br /> <br />nance program, with its enterprise funds, and for audit disallowances on grant pro- <br /> <br />grams as well as for certain other activities under a plan identified as a "Central <br /> <br />Service Cost Allocation Plan" at a cost not-to-exceed fee of $6,200.00 as proposed <br /> <br />by the firm of David M. Griffith & Associates, Ltd., of Richmond, Virginia, with the <br /> <br />guarantee that the City will recover at least this amount or the fee will be forfeited. <br /> <br />Upon City Manager Brown's recommendation, Council authorized the entering into a con- <br /> <br />tract with the Griffith firm to provide the City with such a plan for a term of one <br /> <br />year, with authority given to the City Manager to execute the contract on behalf of <br /> <br />the City. <br /> <br />Because of Council's desire and intention to attend certain functions away from the <br /> <br />City on Council's next regularly-scheduled meeting date, viz., Tuesday, December 10, <br /> <br />1985, Council unanimously rescheduled said forthcoming meeting to Monday, December 9, <br /> <br />1985, in the Council Chamber, City Hall, beginning at 7:30 P.M. <br /> <br />Having received from the Planning Commission its recommendation that Council approve <br />
