<br />..... .. <br /> <br />J?7 <br /> <br />MONDAY, NOVEMBER 25, 1985 <br /> <br />unanimously accepted said report and recommendations, with authorization given to in- <br /> <br />vite proposals from local banking institutions for a loan of $880,000.00 for the <br /> <br />period December 23, 1985--June 30, 1986. <br /> <br />Because the potential for industrial growth along the Carolina & Northwestern Railway's <br /> <br />Leaksville Junction-to-Hilltop section is greater than it appeared over a year ago and, <br /> <br />therefore, the need for the continuation of rail service along this section is <br /> <br />increasing, Council adopted the following resolution reiterating its opposition to dis- <br /> <br />continuance and/or abandonment by said railway company of this line section, as ex- <br /> <br />pressed by Council in a similar resolution adopted April 24, 1984: <br /> <br />WHEREAS, the City Council of the City of Martinsville on April 24, 1984, <br />adopted the following Resolution expressing its opposition to the abandon- <br />ment and/or discontinuance of a section of the Carolina & Northwestern <br />Railway line between Leaksville Junction in Pittsylvania Council and Hill- <br />top Freight Station in Martinsville, Virginia, as follows: <br /> <br />WHEREAS, by letter dated April 3, 1984, from the Department of <br />Highways & Transportation of the Commonwealth of Virginia, the <br />Council of the City of Martinsville, Virginia, has been notified <br />that the Southern Railway Company has filed an amended System <br />Diagram Map with the Interstate Commerce Commission indicating <br />that the Southern Railway Company may file or apply for permis- <br />sion, within the next three years, to abandon and/or discontinue <br />that section of its Carolina & Northwestern Railway line between <br />Leaksville Junction (in Pittsylvania County, Virginia, near the <br />Virginia-North Carolina boundary) and a freight station identi- <br />fied as "Hilltop", situated just inside the East Corporate Limits <br />of the City of Martinsville; and <br /> <br />WHEREAS, if such filing occurs and permission is granted, irres- <br />pective of the fact that some rail service may be continued or <br />provided to the northwest section of Martinsville through a con- <br />nection with the lines of the Norfolk & Western Railway Company, <br />the southeast section of Martinsville and Henry County, which <br />already has some industrial development and also has a potential <br />for greater industrial development, would be without rail service; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Vir- <br />ginia, in regular session, that it hereby registers its opposition <br />to the abandonment and/or discontinuance of said C&NW line section, <br />as contemplated. <br />
