<br />.66 <br /> <br />WEDNESDAY, OCTOBER 23, 1985 <br /> <br />10. <br /> <br />2. Summary of School expenditures and revenues for 1984-85. <br /> <br />3. Personnel costs for 1985-86 (representing 87.9% of the School budget) <br />as well as for 1984-85 (which represented 84.7% of the School budget). <br /> <br />4. Certificated teachers (past four years), numbers and costs, along <br />with average salaries for teachers. <br /> <br />5. Information from the City's insurance consultant indicating a dramatic <br />increase to be expected in the cost of health insurance (as well as in <br />the costs of other types of insurance coverages). <br /> <br />6. <br /> <br />Per-pupil (basic aid) reimbursement or allowance by the State Depart- <br />ment of Education and/or the Virginia General Assembly, although not <br />in the amounts legislated, can be anticipated to increase over the <br />next two years. <br /> <br />7. <br /> <br />School population (i.e., membership or enrollment) for the years 1965- <br />66 through 1985-86 (the latter as of September 30, 1985), said popu- <br />lation having decreased from 5,032 students in 1965-66 to the current <br />3,063 students, despite the fact that in recent years kindergartens <br />have been added. To off-set this decline or trend as well as to attract <br />the best-qualified personnel, Chairman Carter emphasized the need, in <br />his opinion, for the City and/or its citizens to provide more affordable <br />housing within the City. <br /> <br />8. <br /> <br />A proposed organizational chart for the School system and current admin- <br />istrative position vacancies to be filled. <br /> <br />9. <br /> <br />Building improvements needed and notice of approval by the State Depart- <br />ment of Education of applications filed by the School Board (pursuant to <br />Council resolution adopted May 28, 1985) for Literary Fund loans (@ 4%) <br />to finance the cost of "general repair, improving energy efficiency, <br />saving money and preventing further deterioration to the roofs of six <br />school buildings...." at an estimated cost of $880,000.00, some or all <br />of which the School Board indicated would require "interim" local <br />financing, pending receipt of the loan monies from the State Literary <br />Fund, should the School Board be allowed, as requested, to proceed with <br />the advertising for bids, the acceptance of bids, and the actual repairs- <br />construction. Council deferred action on this request, pending a study <br />as to ways and means by which the City might provide temporary financing, <br />should the Council so agree. At the request of Mayor Cole, Councilman <br />Groden agreed to serve on the special study committee along with the re- <br />spective chief administrative officers (of the City and the School Board), <br />for prompt report to Council. <br /> <br />Needed improvements to the Martinsville Junior High School Building and <br />implementation of the five-year capital improvements program. At this <br />point reference was made to roles and assistance provided by local non- <br />profit groups as well as to the possible need, as suggested by Council- <br />man Oakes, for a community multi-purpose building. <br />
