<br />.... . <br /> <br />~t65 <br /> <br />WEDNESDAY, OCTOBER 23, 1985 <br /> <br />_. <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held jointly with the Martinsville City <br /> <br />School Board and the City School System's administrative staff, Wednesday, October 23, <br /> <br />1985, in the Courtroom of the Martinsville City Circuit Court, beginning at 7:30 P.M. <br /> <br />With the exception of Councilman Clyde L. Williams, who was absent because of illness, <br /> <br />all members of Council were present, as follows: William C. Cole, Jr., Mayor; Eliza H. <br /> <br />- <br /> <br />Severt, Vice-Mayor; Alfred T. Groden; and L. D. Oakes. All members of the City School <br /> <br />Board were present, viz., Worth H. Carter, Jr., Chairman, Ronald A. Brugge, William W. <br /> <br />Edwards, Jr., Johnny L. Jones, and Mrs. Catherine R. Stone. Also present were Dr. <br /> <br />James E. Calkins, Superintendent of the City School System, Mrs. Lynda W. Pulliam, <br /> <br />Clerk of the City School Board, Mrs. Nancy Judkins, Deputy Clerk of the Board, and <br /> <br />various school system administrative personnel. <br /> <br />The purpose of this meeting, initiated and requested by the School Board, was to pro- <br /> <br />vide somewhat of an informal forum for the exchange of information of mutual interest <br /> <br />relating to the operation of the local school system and, particularly, for members of <br /> <br />the School Board to comment not only on various exhibits and/or schedules previously <br /> <br />forwarded to Council but also to apprise Council of goals and achievements. In so <br /> <br />doing, School Board Chairman Carter and School Superintendent Calkins expressed cogni- <br /> <br />zance of the fine working relationship the School Board has enjoyed and continues to <br /> <br />enjoy with Council. <br /> <br />Exhibits and schedules presented to Council by the School Board pertained to the fol- <br /> <br />lowing general subjects: <br /> <br />1. Actual School budgets, in summary, for the years 1977-78 through <br />1984-85 and estimated for 1985-86, reflecting the City's net local <br />cost, per pupil costs, and average daily membership as of June 30th <br />of each year. <br />
