.62 TUESDAY, OCTOBER 22, 1985 Terms & Conditions, whereby there are established and/or re-established certain pro- visions and criteria to determine (in the future) which of two of the City's electric tariffs shall apply to residential properties in which "home occupations" are conducted. Council unanimously expressed "favorable comment" in support of the Blue Ridge Airport Authority's current application for a State grant of $50,000.00 for use in connection with the construction of a general aviation terminal building, said application being processed through the West Piedmont Planning District Commission as a "clearinghouse" procedure. Upon recommendation of City Commissioner of the Revenue J. Ronnie Minter, Council authorized and directed the refunding of $8.36 to Mr. Billy Holiday, of 1311 Hillcrest Avenue, representing overpayment by Mr. Holiday of $4.18 for the tax year of 1983-84 and $4.18 for the tax year 1984-85 as a result of erroneous land values and property taxes assessed against Mr. Holiday for these two years. Council acknowledged receipt of copies of an Audit Report, as prepared for the City by Ford, Hogg & Cobbe, CPA's, covering the City's fiscal year ended June 30, 1985, and, after brief discussion, continued consideration of the report to Council's forthcoming November 12th meeting, at which time City Manager Brown expects to present his re- sponse tothe report and, too, a representative of the accounting firm is expected to be present to answer questions which might be raised by members of Council and/or to provide supplementary information. Because of the forthcoming Virginia Municipal League's regional legislative meeting scheduled in Roanoke, Virginia, in the late afternoon of Tuesday, November 26th, Council rescheduled its regular meeting scheduled for that date to Monday, November 25,
