<br />TUESDAY, OCTOBER 22, 1985 <br /> <br />,,~ <br /> <br />1985, in the Council Chamber, City Hall, beginning at 7:30 P.M. <br /> <br />Council acknowledged receipt of a report on the City's financial condition and bud- <br /> <br />getary status for the quarter ended September 30, 1985; and, in so doing, expressed <br /> <br />"thanks" to Finance Director Richard D. Fitts for his preparation of the report after <br /> <br />having inquired and/or commented on certain aspects of the report and the City's <br /> <br />- <br /> <br />financial activities, including those pertaining to local sales-use taxes, the cost <br /> <br />of purchased electric energy, methods available for investing City funds, pooled <br /> <br />equity-cash checking accounts, and the Electric Fund's capital reserve account. <br /> <br />Pursuant to the requirements of Section 2.1-344, subsections (a) (1) and (a) (6), <br /> <br />of the CODE OF VIRGINIA, 1950, and as amended, and upon motion, duly seconded and <br /> <br />unanimously carried by a recorded vote, Council convened into an Executive Session <br /> <br />for the purposes of (1) considering nominees for appointment to the City's Indus- <br /> <br />trial Development Authority and (2) considering a legal matter, with briefing there- <br /> <br />on by counsel. At the conclusion of the Executive Session, Council reconvened into <br /> <br />regular session, whereupon motion, duly seconded and unanimously carried, and, in <br /> <br />acceptance of City Attorney Worthy's recommendation, Council authorized and directed <br /> <br />the payment of $16,100.00 to Mr. Edwin A. Gendron, Jr., Attorney at Law and Counsel <br /> <br />for the heirs of E. L. Stephens, III, for right-of-way in settlement of the condem- <br /> <br />nation suit brought by the City of Martinsiville against said heirs of E. L. Stephens, <br /> <br />III, to acquire right-of-way for construction of the Lavinder Street access road. <br /> <br />Upon being apprised of the serious injuries sustained by Mr. Robert L. Harris (an <br /> <br />employee of the City's Electric Department) on Thursday, October 10, 1985, Council <br /> <br />directed that an expression of Council's best wishes for Mr. Harris' speedy recovery <br /> <br />be conveyed to him.
