<br />;L58 <br /> <br />TUESDAY, OCTOBER 8, 1985 <br /> <br />it being reported that the agency's Ridgeway property has been sold and the mortgage <br /> <br />thereon paid off, resulting in the net sum of $8,000.00 being available therefrom <br /> <br />for application, perhaps, against the debt on the agency's present quarters. After <br /> <br />some inquiries by members of Council as to the agency's services and the increased <br /> <br />demand therefore, Council--upon motion, duly seconded--granted said request, the <br /> <br />vote being three-to-one to grant the request, Councilman Oakes voting in the nega- <br /> <br />tive, pursuant to his previously-stated position on local funding vs. State-Federal <br /> <br />funding of service agencies, particularly where the State-Federal financing dimin- <br /> <br />ishes and the burden upon localities increases. <br /> <br />City Manager Brown reported that, in addition to funds already provided in the City's <br /> <br />1985-86 budget for overtime pay for Police Department personnel as well as for per- <br /> <br />sonnel of the City's Electric Department and labor-intensive sections of the Public <br /> <br />Works Department and the Parks-Recreation Department, additional amounts of$16,900.00 <br /> <br />for Fire Department personnel and $10,500.00 for personnel of the City's Prison Farm <br /> <br />Division will be required (to be appropriated, presumably, from General Fund surplus) <br /> <br />to enable the City to comply with the provisions and recent applications of the Fair <br /> <br />Labor Standards Act, retroactive to July 1, 1985. After some discussion of this <br /> <br />matter, with Mayor Cole requesting preparation of a report covering the "total pic- <br /> <br />ture" of the City's cost of overtime pay, Council unanimously accepted City Manager <br /> <br />Brown's recommendation that said additional sums be provided (through a subsequent <br /> <br />action to amend the City budget through prescribed procedures). <br /> <br />City Manager Brown presented a written report setting forth the status of Water Man- <br /> <br />agement Planning and Related (Proposed) Legislation in Virginia, particularly as <br /> <br />such planning and possible legislation might affect and/or govern inter-basin water <br /> <br />transfer(s) as well as water problems and needs in general, all of which is currently <br />
