<br />TUESDAY, OCTOBER 8, 1985 <br /> <br />$48,185.00 submitted by Prillaman & Pace, Inc., Martinsville, Virginia. Upon <br /> <br />City Manager Brown's recommendation, Council unanimously accepted the lower of <br /> <br />the two bids, viz., that of Prillaman & Pace in the amount of $48,185.00 (being <br /> <br />$4,138.00 in excess of the City's estimate), and authorized City Manager Brown <br /> <br />to execute, on behalf of the City, a contract with Prillaman & Pace for said <br /> <br />sidewalk construction. <br /> <br />Council unanimously accepted a check in the amount of $20,418.07 representing <br /> <br />the City's share of "excess" revenue generated by the Henry-Martinsville Health <br /> <br />Department during the fiscal year ended June 30, 1985, as well as the City's <br /> <br />share of some unexpended funds from that agency's 1984-85 budget. Council noted <br /> <br />that the City's 1985-86 budget anticipates the sum of $8,000.00 from such source. <br /> <br />By letter dated September 9, 1985, Mrs. Judy P. Hughes, Project Director/Counselor <br /> <br />for Citizens Against Family Violence, requested that Council treat the City's <br /> <br />1985-86 contribution of $3,000.00 to this agency as a "forgiveable loan" although <br /> <br />the condition attached by Council to this contribution (in Council's adoption of <br /> <br />the City's 1985-86 budget) provided that said sum would be repaid and/or returned <br /> <br />to the City if State funding (i.e., a State grant) is received during 1985-86, <br /> <br />with Mrs. Hughes reporting that such funding and/or grant has been received and, <br /> <br />further, because of increased demand upon the agency for its services, all avail- <br /> <br />able funds will be required to meet the increased demand, including the City's <br /> <br />contribution. The activities and services of the agency were supported by letter <br /> <br />from Mrs. Pat Conrad, Director of the City's Social Services Department; and, the <br /> <br />request by Mrs. Hughes was supported in person by Mrs. Paula Burnette, President <br /> <br />of the agency. The increased demand for the agency's services was attributed to <br /> <br />the relocation of its headquarters from Ridgeway, Virginia, to within the City, <br /> <br />",. <br /> <br />157 <br />
