<br />TUESDAY, OCTOBER 8, 1985 <br /> <br />being studied by various agencies and committees. In the ensuing discussion of <br /> <br />this matter, with members of Council suggesting that no action be taken by Coun- <br /> <br />cil thereon at this time, it was reported that already some agencies and/or <br /> <br />entities appear to be strongly supportive of the "riparian rights" principle and, <br /> <br />therefore, opposed to sharing surplus water with jurisdictions in need of water <br /> <br />unless allowed to charge and collect fees therefor (i.e., to "sell" water). <br /> <br />Council unanimously went on record as being supportive of the Federal Textile & <br /> <br />Apparel Trade Enforcement Act of 1985, now before the United States Congress, in <br /> <br />an effort to reverse and/or counteract the unfair competition being forced upon <br /> <br />the American textile industry as a result of foreign goods being imported and <br /> <br />sold in the United States. An expression of Council's support of this legis- <br /> <br />lation was authorized to be conveyed to President Ronald W. Reagan as well as to <br /> <br />various State officials and the chief executive officers of area textile indus- <br /> <br />tries. <br /> <br />In accordance with the requirements of Section 2.1-344 (and its appropriate sub- <br /> <br />sections) of the CODE OF VIRGINIA, 1950, and as amended, upon motion, duly <br /> <br />seconded and unanimously carried by a recorded vote, Council convened into an <br /> <br />Executive Session for the purposes of (1) considering nominees for appointment <br /> <br />and/or reappointment to certain boards and commissions, (2) considering a per- <br /> <br />sonnel matter, and (3) considering a legal matter (with briefing thereon by <br /> <br />legal counsel). Upon reconvening into regular session, Council unanimously took <br /> <br />the following actions: <br /> <br />A. In acceptance of a recommendation from the City's Trans- <br />portation Safety Commission, unanimously appointed Misses <br />Kelly Major and Melissa Millner, upperclassmen from <br />Martinsville High School, to membership on the Commission <br />for terms coinciding with their current school year; <br /> <br />r- <br /> <br />15-9 <br />
