<br />.52 <br /> <br />TUESDAY, SEPTEMBER 10, 1985 <br /> <br />which would enable us to advertise this project immediately and complete <br />construction before the end of the present calendar year, barring unfore- <br />seen circumstances. <br /> <br />Smith Lake Road <br /> <br />The amount of traffic using Smith Lake Road has increased during the past <br />few years and the potential use of this street if improved is considerable <br />because it provides a direct connection between a large residential area <br />and a shopping area in the Rives Road/220 South area. This, coupled with <br />the construction of additional housing units in the area along with the <br />probably future development of land adjacent to Smith Lake Road, justifies <br />the upgrading of this roadway. We have concluded, after an inspection and <br />review of this roadway, that it is economically feasible to regrade, <br />realign, provide drainage as required along with base and pavement material <br />to bring the roadway to a standard equal to the improved road situated in <br />the County extending from the Corporate Limits to Rivermont Heights. The <br />width of the pavement for that portion of improved road in the County is 18 <br />feet which is adequate for two-way traffic at a reasonably low speed. Any <br />width in excess of 18 feet plus supporting shoulders would result in extreme- <br />ly high-cost construction. We do not recommend the installation of curb <br />and gutter because of the fact that if and when property along this roadway <br />develops in the future a water line will have to be extended along this <br />road as needed from the Forest Street area, Rivermont Heights, or from the <br />Forest Lake Subdivision across the N & W Railroad. We believe also that <br />bec~t1se of the terrain of adjacent land a roadway as we are proposing is <br />practical and will be adequate to meet the traffic needs of the area with <br />the stipulation that parking will be prohibited along the roadway. There <br />is considerable property that could be developed adjacent to this road <br />which should be designed to fit the terrain and a wide roadway would, in <br />our opinion, create an adverse affect on the future development potential <br />of this property. This roadway is approximately 4,530 feet in length and <br />the estimated cost of improving the roadway to the standards described <br />above is $179,384. Time will be required to prepare road and bridge plans, <br />cross sections, specifications, determination of earth quantities, etc., <br />therefore, we recommend that the preparation of these plans begin as soon <br />as possible and that the construction of the project begin in the Spring <br />of 1986. We are hopeful that the project could be completed by late Fall <br />of 1986. <br /> <br />As I indicated to Council during your August 27, 1985, meeting, we budgeted <br />approximately $88,000 of Revenue Sharing money for FY 85-86. We have <br />learned through correspondence from the VML and other sources that in approv- <br />ing the Federal Budget Congress included Revenue Sharing for the full year, <br />therefore, we anticipate that the City will receive an additional $250,000- <br />$265,000, although we have not been notified of this directly. In view of <br />this additional revenue from this source it is recommended that the cost of <br />these projects ($223,434) be charged to Revenue Sharing. We recognize that <br />in contracting these projects we will have to conform to requirements of the <br />Davis-Bacon Act, however, most road contractors who are involved with State <br />projects involving Federal money are paying wage rates equal to those <br />
