<br />t51 <br /> <br />TUESDAY, SEPTEMBER 10, 1985 <br /> <br />investment contemplated by Mr. Lester should improve the "atmosphere" of Smith <br /> <br />Lake Road although there remains a question as to whether Smith Lake Road can <br /> <br />be properly developed. <br /> <br />Under date of September 4, 1985, City Manager Brown presented the following <br /> <br />report and recommendations regarding proposed improvements for Forest Street <br /> <br />and Smith Lake Road, which report and recommendations Council unanimously accep- <br /> <br />ted and approved, with suggestions being made by members of Council that study <br /> <br />be given to providing an access road from Smith Lake Road into Souths ide Park, <br /> <br />that the installation of street lighting be considered, and that financing <br /> <br />other than from the recommended Revenue Sharing source be explored, particularly-- <br /> <br />as to the financing aspect, as noted by Vice-Mayor Severt--if actual bid costs, <br /> <br />complying with the Davis-Bacon Act provisions, exceed present cost estimates: <br /> <br />In accordance with Council's request I have reviewed the matters <br />involving the construction of a sidewalk along Forest Street from <br />Starling Avenue to Smith Lake Road and the upgrading of Smith <br />Lake Road from the end of the curb and gutter opposite property <br />owned by Mike Lester to the Corporate Limit line. As a result of <br />this study and review I would recommend the following: <br /> <br />Forest Street Sidewalk <br /> <br />Construct a 5-foot sidewalk along the northeast side of Forest <br />Street from Starling Avenue to New Dale Street which is opposite <br />Smith Lake Road. Forest Street has a right-of-way width of 60 <br />feet. The width of right-of-way being used for street purposes <br />varies; therefore, in order to provide for possible future widen- <br />ing of Forest Street it is suggested that the back edge of the <br />walkway be placed at the street right-of-way line. The total <br />length of sidewalk involved in this project is 2,911 feet. We <br />estimate the cost to be $44,050, subject to receipt of actual pro- <br />posals from contractors. The walkway should not be difficult to <br />construct because the elevation of most yards match the present <br />curb line except for the block between Keel and Highland Streets. <br />Because of possible damage to the adjacent property it might be <br />feasible to move the sidewalk closer to the existing curb line for <br />this block. It is recommended that this work be contracted and <br />because of the small amount of grading required in connection with <br />the project, plans and specifications can be prepared quickly <br />
