<br />4. <br /> <br />-13~ <br />~- ~ <br /> <br />TUESDAY, AUGUST 13, 1985 <br /> <br />Noting that the Virginia Municipal League Annual Conference is scheduled <br /> <br />for September 22-24, 1985, in Roanoke and that the Council's second <br /> <br />meeting in September would be on the 24th, Council discussed the <br /> <br />possibility of (a) cancelling the 24th meeting, (b) cancelling both the <br /> <br />10th and 24th meeting and scheduling one meeting for the month on the <br /> <br />17th, or (c) conducting the 10th meeting and deciding at that time whether <br /> <br />to conduct another meeting later in the month. Upon motion by Councilman <br /> <br />Oakes, seconded by Councilman Williams, and unanimously carried, Council <br /> <br />agreed to cancel the September 24 meeting because of the VML meeting, <br /> <br />conduct the meeting on September 10 and review at that time the <br /> <br />possibility of another meeting later in the month. <br /> <br />City Manager Brown presented a report concerning disposal of the City's <br /> <br />hazardous waste (PCB). In 1982 the City contracted with R. W. Chapman <br /> <br />Company, Inc., an agent for SED, Inc., who operated a warehouse in <br /> <br />Greensboro, North Carolina, for processing PCB's with the fluid to be <br /> <br />transported to a PCB incinerator for destruction. <br /> <br />The City had its <br /> <br />hazardous waste transported to Greensboro and thought that it had been <br /> <br />- <br /> <br />disposed of properly. <br /> <br />The Environmental Protection Agency (EPA) has <br /> <br />inspected the facilities in Greensboro and discovered that the waste is <br /> <br />still there, that it has not been processed in any way and that SED, Inc. <br /> <br />no longer exists. The EPA has given the City and all other businesses and <br /> <br />industries that sent their waste to this location two alternatives, (1) <br /> <br />EPA will dispose of the waste and bill each one involved or (2) all <br /> <br />
