<br />.3Q <br /> <br />TUESDAY, AUGUST 13, 1985 <br /> <br />In consideration of Ordinance No. 85-10 amending Chapter 12, Article II, <br /> <br />Section 12-29 of the City Code related to Riding of Bicycles on Streets or <br /> <br />Sidewalks, motion was made by Councilman Oakes and seconded by Councilman <br /> <br />Groden to adopt as presented. After discussion as to some type of public- <br /> <br />awareness campaign to make the citizens, especially the children, aware of <br /> <br />these changes in the law, a substitute motion by Councilman Oakes, <br /> <br />seconded by Councilman Williams was made to adopt Ordinance No. 85-10, to <br /> <br />be effective October 1, 1985. This motion was adopted on a vote of three <br /> <br />to one, Mayor Cole voting against it. <br /> <br />Mayor Cole asked that the <br /> <br />Martinsville Transportation Safety Commission initiate such a campaign. <br /> <br />Upon a motion by Councilman Williams, seconded by Councilman Groden, and a <br /> <br />vote of three to one, Councilman Oakes voting against, the Council <br /> <br />approved an appropriation of $150.00 annually for the Central Piedmont <br /> <br />Employment Consortium to cover operating expenses not chargeable to the <br /> <br />Job Training Partnership Act budget. <br /> <br />Councilman Oakes expressed his <br /> <br />concern of so many different organizations being started and funded by <br /> <br />grants and then coming to the localities to pick up the funding. Ms. <br /> <br />Kristen E. Shores, Executive Director of the Consortium was present and <br /> <br />commented on the functions of JTPA. <br /> <br />Upon a motion by Councilman Oakes, seconded by Councilman Williams, and <br /> <br />unanimous approval, Council accepted with appreciation a transfer of <br /> <br />$14,718.18 from the Industrial Development Authority of the City of <br /> <br />Martinsville to the City's General Fund. It was noted that these funds <br /> <br />had accumulated since 1980 from application fees, annual administrative <br /> <br />fees and interest earned on Certificates of Deposit. <br />
