Noting there <br /> <br />were several citizens in the audience interested in this proposition, <br /> <br />Mayor Cole asked for their comments. Ms. Robin Utt, speaking on behalf of <br /> <br />her mother, Mrs. W. S. Willis of 934 Stonewall Court, noted their concern <br /> <br />with an adjacent property owner who had thirteen dogs in an enclosure less <br /> <br />than 10 feet from her mother's property and the existing ordinance <br /> <br />requires that an enclosure be 50 feet away. <br /> <br />It was noted that under the <br /> <br />proposed changes there would be no restriction of how close an enclosure <br /> <br />should be from an adjacent property owner--just a limit of four dogs on a <br /> <br />single premise. Mr. John Finney of the West End area stated that he was a <br /> <br />rabbit and deer hunter and had several dogs that he used for that purpose, <br /> <br />noting that he had had kennel license since 1960. He asked that Council <br /> <br />consider allowing at least six dogs so he and the other hunters who live <br /> <br />in the City could keep enough dogs to hunt with. <br /> <br />He also asked, as an <br /> <br />alternative, that a place be provided at the City Dog Pound where they <br /> <br />could house their dogs. Johnny Byrd of 731 Rahlway Street stated that he <br /> <br />had kept dogs (sometimes as many as 15 when there were puppies) for <br /> <br />hunting for 40 years in the City and had never had any complaints. He too <br /> <br />asked that Council give them special consideration and allow more than <br /> <br />four dogs. <br /> <br />Councilman Oakes suggested that the amendment allow four dogs <br /> <br />on anyone premise except when application of a special permit is <br /> <br />requested to keep six to eight dogs in 'an enclosure at least 50 feet away <br /> <br />from any structure, also possible neighbor approval be required. Upon <br /> <br />motion by Councilman Oakes, seconded by Councilman Williams and unanimous <br /> <br />approval, this ordinance amendment was tabled for further study. Mayor <br /> <br />Cole requested Councilman Oakes to meet with City Manager George Brown and <br /> <br />Chief of Police Terry Roop to study this matter. <br />
