<br />96 <br /> <br />TUESDAY, MAY 28, 1985 <br /> <br />WHEREAS, in the past thirty years there have been thousands of <br />people in our Community who have been volunteers in our Parks and <br />Recreation programs, there is one who stands out above all the <br />rest with the following accomplishments: <br /> <br />A. Forty years service as a City employee, retiring in <br />1977; and eight years service as a part-time employee <br />in the Parks and Recreation Department, often working <br />fifty hours per week; <br /> <br />B. Service as Treasurer of the Martinsville Booster's <br />Club for many years and recipient of its Youth Service <br />Award in 1970; and recipient of the Virginia Parks and <br />Recreation Society's Volunteer Award in 1973; <br /> <br />C. <br /> <br />Member of the <br />Association since <br />Award in 1984 for <br />in its programs; <br /> <br />Martinsville Community Recreation <br />1969 and recipient of its Volunteer <br />eighteen years of volunteer service <br /> <br />D. Ten years volunteer service operating a concession <br />stand at Clearview Park for seven days a week during <br />the summer--donating all profits to community youth <br />projects; now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MARTINSVILLE, <br />VIRGINIA, this 28th day of May, 1985, that the Clearview Park be <br />officially named the J. RUSSELL MASON PARK in honor of his many <br />years of unselfish, dedicated service to the citizens of <br />Martinsville. <br /> <br />Pursuant to duly published public notice, Council conducted a public <br /> <br />hearing for the purpose of adopting a tax rate of $0.76 per $100 of <br /> <br />assessed value of real estate. <br /> <br />It was noted that this is the current tax <br /> <br />rate, but because the 1984 General Reassessment total real property values <br /> <br />increased more than one (1) percent over the previous year it must be <br /> <br />acted upon by the Council. J. Ronnie Minter, Commissioner of the Revenue, <br /> <br />related action taken by the Board of Equalization as to the 1984 General <br /> <br />Reassessment. <br /> <br />Of the 116 separate parcels of property considered 76 <br /> <br />parcels were changed resulting in a reduction of $216,400, or a total real <br />
