Proposed total dollar and percentage increases for 1985-86 (for <br />teaching personnel), both those with Master's degrees and those <br />with Bachelor's degrees, over the salary scales for 1980-81, in <br />five-year service increments; and <br /> <br />4. The number of personnel, by general classification, in the <br />regular School system, by years from 1977-78 to (projected) <br />1985-86. <br /> <br />Other statistical information presented by the School Board, excluding School cafeteria <br /> <br />operations and Federal Program budgets, reflected total cost-per-pupil of $1,307.00 in <br /> <br />1977-78, which increased year by year to $2,470.00 in 1983-84, whereas the number of <br /> <br />pupils (average daily membership) has steadily declined from 3,676 in 1977-78 to an <br /> <br />estimated 3,200 in 1984-85 and 3,150 (projected) for 1985-86. <br /> <br />Mr. Carter, further, indicated that in 1984-85 the average salary for all teachers, <br /> <br />including stipends, will approximate $21,900.00; that annual salary increases for <br /> <br />teachers have averaged slightly above 10% each year for the past several years; that <br /> <br />the School Board's 1985-86 budget provides for a 10.1% salary increase for teachers <br /> <br />with Bachelor degrees and for approximately 6% for other personnel. <br /> <br />In commenting on the declining pupil enrollment, Mr. Carter emphasized the need for <br /> <br />additional affordable housing within the City to attract young couples, noting that the <br /> <br />City School System has adequate facilities to accommodate more students. Mr. Carter <br /> <br />then referred to the need to replace school building roofs (recently included in the <br /> <br />School Board's capital improvements program), for which study is underway, with the <br /> <br />expectation that this work will get underway and be completed in 1986-87, pending <br /> <br />prior development of cost projections and funding in consultation with City Council. <br /> <br />Meanwhile, Mr. Carter "touched" on today's problems encountered by teachers and admin- <br /> <br />istrative personnel in attempting to educate students, requiring a much different <br /> <br />approach than that for students ten-to-twentyyears ago; whereas, Dr. Calkins empha- <br /> <br />sized a need "to do something" for pre-school children, particularly those who are <br />
