<br />87 <br /> <br />APRIL 29, 1985 <br /> <br />MONDAY <br /> <br />handicapped. <br /> <br />In conclusion, Mr. Carter informed Council that study is being given to the develop- <br /> <br />ment of a merit pay plan for the system's administrative personnel which he described <br /> <br />as being a first step before developing such a plan for teaching personnel. Vice-Mayor <br /> <br />Severt, recalling that development of such a plan for administrators reportedly was to <br /> <br />begin a year ago, expressed keen disappointment over the fact that a merit pay plan <br /> <br />for administrators had not already been developed and, furthermore, indicated that she <br /> <br />would be extremely and even more disappointed if such a plan is not developed by <br /> <br />1986-87, to be followed then by a plan for teachers. <br /> <br />With appreciation being expressed on behalf of the School Board of Council's contin- <br /> <br />uing support and cooperation and, by Mayor Cole on behalf of the Council, of Council's <br /> <br />appreciation of the work of the School Board and staff, and by motion (duly seconded <br /> <br />and unanimously carried, Council tentatively approved the School Board's 1985-86 bud- <br /> <br />getary request, as revised, subject to a public hearing yet to be conducted on the <br /> <br />City's proposed 1985-86 budget and to subsequent final action thereon (i.e., final <br /> <br />adoption) by Council. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant <br /> <br />to sub-section (a)(l) of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amen- <br /> <br />ded), Council convened into an Executive Session for the purpose of discussing per- <br /> <br />sonnel matters as related to the proposed 1985-86 City Budget. Upon reconvening into <br /> <br />regular session and upon motions, duly seconded and unanimously carried, Council <br /> <br />directed that the proposed 1985-86 City Budget be amended to provide $48,000.00 for <br /> <br />the salary of the City Manager and the sum of $12,600.00 for the 1985-86 compensation <br /> <br />of the City Attorney. Also, upon motion, duly seconded and unanimously carried, <br /> <br />Council directed that the City's contribution to the Blue Ridge Regional Library be <br />
