<br />..... . <br /> <br />85 <br /> <br />MONDAY <br /> <br />APRIL 29, 1985 <br /> <br />increase for Library personnel, which would require some $4,500.00 more than was in- <br /> <br />eluded in the City Manager's proposed 1985-86 City Budget. It was also mentioned that, <br /> <br />in the past years, the Library's support requests of the City have been predicated upon <br /> <br />whatever percentage salary increases the then-City Manager indicated he would recommend <br /> <br />for City employees but, as reflected above, did not "track"--as was intended--the per- <br /> <br />centage increases granted City employees in final adoptions of City budgets in several <br /> <br />instances. At Mayor Cole's suggestion, concurred in by other members of Council, it <br /> <br />was agreed that a special committee be designated for the study and development of a <br /> <br />pay classification plan for Library personnel (effective, perhaps, in 1986-87), adop- <br /> <br />tion of which would eliminate the annual problem encounter by the Library Board in <br /> <br />attempting to "track" percentage salary increases allowed by participating governmen- <br /> <br />tal jurisdictions. Meanwhile, Mrs. Wooldridge presented a chart or exhibit, prepared <br /> <br />by a State agency, which indicated that (on a State per capita basis) the Blue Ridge <br /> <br />Regional Library is well below the State average in the number of books made avail- <br /> <br />able, the number of books circulated, and in expenditures. <br /> <br />Representing the Martinsville City School Board, appearing before Council, were Mr. <br /> <br />Worth H. Carter, Jr., Board Chairman, Mr. William W. Edwards and Mr. Johnnie L. Jones, <br /> <br />Board members, Dr. James E. Calkins, School Superintendent, and Mrs. Nancy Judkins, <br /> <br />Acting Clerk. The Board, through Chairman Carter (as spokesman), presented several <br /> <br />schedules and exhibits which included the following: <br /> <br />1. Estimated School Income (budgets), by source, and actual expen- <br />ditures, with source funding, for the years 1977-78 through <br />1983-84, plus estimated income and expenditures (by source and <br />source funding, respectively) for the 1984-85 and, as initially <br />estimated and requested, for 1985-86; <br /> <br />2. Revised 1985-86 estimates of income and expenditures (the latter <br />reflecting sums for a proposed Junior ROTC program and for an <br />increase in Master's degree stipends), resulting in a net in- <br />crease (over that included in the proposed 1985-86 City Bud- <br />get) of some $16,000.00 in the City's estimated net cost for <br />1985-86; <br />
