<br />sa <br /> <br />MONDAY <br /> <br />APRIL 29, 1985 <br /> <br />Pursuant to prior action of Martinsville City Council, a special and duly-called meeting <br /> <br />of the Council was held Monday, April 29, 1985, in the Council Chamber, City Hall, be- <br /> <br />ginning at 2:00 P.M., for the purposes of (1) considering the 1985-86 budgetary request <br /> <br />of the Blue Ridge Regional Library and (2) considering the 1985-86 budgetary request of <br /> <br />the Martinsville City School Board. All members of Council were present, as follows: <br /> <br />William C. Cole, Jr., Mayor and presiding officer; Eliza H. Severt, Vice-Mayor; Alfred <br /> <br />T. Groden; L. D. Oakes; and Clyde L. Williams. <br /> <br />Representing the Blue Ridge Regional Library was Mrs. Betty M. Wooldridge, its Executive <br /> <br />Director, accompanied by Mr. Charles M. Russell, Board Member. In response to Council's <br /> <br />recent request, a tabulation and/or exhibit was presented to Council which compared the <br /> <br />percentage salary increases allowed by the Library Board for its personnel from 1978-79 <br /> <br />through 1984-85 with percentage salary increases allowed by the City of Martinsville <br /> <br />for personnel under the City Manager's jurisdiction as well as with percentage salary <br /> <br />increases allowed by the Henry County Board of Supervisors for its non-elective employ- <br /> <br />ees for each of the years during this period of time, during which Library personnel <br /> <br />received less percentage increases in three of the seven years than did City employees <br /> <br />and/or Henry County employees, whereas during the other four fiscal years the percent- <br /> <br />age increases of employees within all three groups were the same, excluding the fact <br /> <br />that the City of Martinsville also has a pay classification plan which provides for <br /> <br />merit-longevity salary increases. As had been previously called to Council's attention, <br /> <br />the Library Board's 1985-86 request of the City (being the City's share of the Library's <br /> <br />total proposed budget) was predicated on a proposed percentage salary increase of <br /> <br />approximately six per cent, being somewhat in keeping with the five per cent salary <br /> <br />increase recommended by City Manager Brown for City employees under his jurisdiction; <br /> <br />however, in view of the report that Henry County will be allowing for its "regular" <br /> <br />employees a salary percentage increase of nine per cent in 1985-86, Mrs. Wooldridge <br /> <br />amended her request of City Council to the extent of including a nine per cent salary <br />
