<br />82 <br /> <br />TUESDAY <br /> <br />APRIL 23, 1985 <br /> <br />Council amend Section III-A of the City's Subdivision Ordinance to provide recourse to <br /> <br />City Council (similar to the procedure followed by the City in processing applications <br /> <br />for Special-Use Permits), rather than directly to the City Circuit Court--as provided <br /> <br />for in Section 15.1-475 of the State Code--on appeals of decisions made by the City's <br /> <br />Planning Commission, the Council's duly-designated agent under said Section III-A of <br /> <br />the Subdivision Ordinance. In response to Councilman Groden's inquiry as to what <br /> <br />appellate procedures (relating to certain Planning Commission decisions and/or actions) <br /> <br />are in force in other Virginia cities, as well as to the status of an engineer-planner <br /> <br />position recently proposed by City Manager Brown, Mr. Brown indicated that he would <br /> <br />research such appellate procedures and report thereon to Council. Meanwhile, Mr. Brown <br /> <br />recommended that Council withhold action on Mr. Lester's request, pending a review of <br /> <br />various facets--and, perhaps, an updating--of the City's Subdivision Ordinance. Council <br /> <br />unanimously accepted this recommendation. <br /> <br />Upon recommendation of J. Michael Grubbs, Administrative Assistant, and Mrs. Rebecca C. <br /> <br />Miller, Housing Services Supervisor, supported by City Manager Brown, Council unani- <br /> <br />mously authorized the filing (by the City) of an application with the Virginia Housing <br /> <br />Development Authority for funding (i.e., a grant) in the amount of $50,000.00 by the <br /> <br />U. S. Department of Housing & Urban Development to be applied to rehabilitation of <br /> <br />rental housing in the City's souths ide area to complement the recently-authorized reha- <br /> <br />bilitation of owner-occupied housing in that area, which (application), if approved, <br /> <br />would enable the City better to meet the wide range of housing needs within the project <br /> <br />and, at the same time, provide a financing leverage advantage. It was estimated that <br /> <br />the $50,000.00 funding would be used to rehabilitate a minimum of ten rental units. <br /> <br />Upon City Attorney Worthy's advice, indicating that certain legal technicalities are <br /> <br />involved on which Council should be briefed, Council agreed to consider in Executive <br /> <br />Session a proposal received recommending that Council re-name the City's Clearview Park. <br />
