<br />81 <br /> <br />TUESDAY <br /> <br />APRIL 23, 1985 <br /> <br />Under date of April 16, 1985, the Planning Commission reported that it has considered <br /> <br />a request by two property owners (Messrs. Curtis Prillaman and Delbert D. Palmer) <br /> <br />seeking the extending of City utility services to their properties located on State <br /> <br />Route No. 706 ("Dye Plant Road"), Mr. Prillaman's request being for both water and <br /> <br />sewer service and Mr. Palmer's being for only water service. The Planning Commission <br /> <br />further reported that these two properties, although situated in Henry County, are <br /> <br />within the City's water service area under the terms of the City's water service <br /> <br />agreement with the Henry County Public Service Authority and, also, that said Author- <br /> <br />ity, by letter, has indicated that it has no objection to the proposed sewer service <br /> <br />extension; accordingly, on the basis of these findings and other pertinent inform- <br /> <br />ation, the Commission recommended that Council approve these two requests, subject to <br /> <br />the following stipulations: <br /> <br />A. The satisfactory preparation of individual contracts with (each of) <br />the property owners for the proposed extension(s); <br /> <br />B. The establishing of restrictive deed covenants requiring any future <br />development of Mr. Prillaman's property to conform with the City's <br />R-6 Residential zoning requirements; and <br /> <br />C. The establishing of restrictive deed covenants requiring any future <br />development of Mr. Palmer's property to conform with the City's M-1 <br />Industrial zoning requirements. <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted the Planning Com- <br /> <br />mission's recommendations on this matter and, in so doing, authorized the preparation <br /> <br />of the contracts as well as the establishing of the foregoing deed covenants and, fur- <br /> <br />ther, authorized City Manager Brown to execute said contracts on behalf of the City. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized and directed <br /> <br />City Attorney Worthy to apply to the United States Department of Justice for approval <br /> <br />of the City's proposed 1985 voter registration schedule, as recently prepared by Miss <br /> <br />Gloria Vass, City Registrar. <br /> <br />Mr. Mike Lester, local builder-contractor, appeared before Council and urged that <br />
