'J <br /> <br />APRIL 9, 1985 <br /> <br />TUESDAY <br /> <br />In response to a recent petition filed by Mr. Stuart Axelrod (operator of Sammys-at- <br /> <br />the-Plaza restaurant), seeking payment by the City of interest on utility deposits held <br /> <br />by the City, which petition was referred to City Manager Brown for study and recommen- <br /> <br />dation, Mr. Brown presented a written report illustrating the policies in effect in <br /> <br />certain other Virginia cities, with regard to payments of such interest, which was <br /> <br />the basis for Mr. Brown's recommendation that the City's Terms and Conditions gover- <br /> <br />ning City utility service be amended to provide for the payment by the City of interest <br /> <br />at the rate of 5.25%, beginning July 1, 1985. Council unanimously accepted this recom- <br /> <br />mendation, in concept, subject to final action on pertinent amendments to said Terms <br /> <br />and Conditions yet to be prepared (to effect the recommendation) and to be presented <br /> <br />by City Manager Brown. <br /> <br />By resolution, the Central Business District ("CBD") Commission requested that Council <br /> <br />authorize the expanding of the responsibilities and duties of the Commission, which <br /> <br />would be re-named the Community Development Commission, whereby the Commission would <br /> <br />serve as an (advisory body) agency to promote both commercial and residential develop- <br /> <br />ment in all areas of the City and, as such, without conflicting with the functions of <br /> <br />the Planning Commission or overlapping into the work of other local agencies. Mr. <br /> <br />Conrad M. Knight, Chairman of the CBD Commission, appeared before Council in support of <br /> <br />this proposal; however, members of Council expressed some reservations with regard to <br /> <br />the proposed inclusion of responsibility for residential development because of the <br /> <br />possibility that such responsibility might lead to overlapping--encroaching upon--or <br /> <br />supplanting the duties and responsibilities of other local agencies, with which posi- <br /> <br />tion (taken by Council) City Manager Brown concurred. It appeared that Council was in <br /> <br />agreement with the proposed expanding of the Commission's scope to promote commercial <br /> <br />development throughout the City and, in keeping with same, Council suggested that the <br /> <br />Commission amend its prior resolution or action, for re-submittal to City Manager <br /> <br />Brown, whereby the expanded duties and responsibilities would be limited to promoting <br />
