<br />6~ <br /> <br />TUESDAY <br /> <br />APRIL 9, 1985 <br /> <br />Armstrong, Attorney at Law and Counsel to this agency, accompanied by Mrs. Paula <br /> <br />Burnette, President, and by Mrs. Judy P. Hughes, Project Director, appeared before <br /> <br />Council and presented additional information--as requested by Council--in support of <br /> <br />this group's appeal for some funding of its 1985-86 operations by the City. A re- <br /> <br />view of this organization's service case load, Mr. Armstrong found, indicates that <br /> <br />one-third thereof represents citizens from the City of Martinsville and the other <br /> <br />two-thirds represents citizens from the County of Henry. On this basis, Mr. <br /> <br />Armstrong informed Council, the Henry County Board of Supervisors has agreed to bud- <br /> <br />get $7,000.00 for 1985-86 aid to the organization and, therefore, the previous re- <br /> <br />quest for $5,000.00 from the City is being reduced to $3,000.00, still with a com- <br /> <br />bined total of $10,000.00 being sought from the two local governing jurisdictions to <br /> <br />help finance the agency's projected 1985-86 budget of $28,803.00 ($9,500.00 thereof <br /> <br />anticipated from the local United Fund and the remaining $9,303.00 from private <br /> <br />sources in the form of contributions or donations). After some discussion of this <br /> <br />request, some of which centered around an expense item for mortgage payments (with <br /> <br />Mr. Armstrong noting that the agency's property in Ridgeway, Virginia, is for sale), <br /> <br />and upon motion, duly seconded, Council directed (by a vote of four-to-one, Council- <br /> <br />man Oakes dissenting not as any adverse reflection upon the service being rendered <br /> <br />by this organization but as a matter of principle previously stated) that the sum <br /> <br />of $3,000.00 be included in the City's 1985-86 budget as a contribution to the agency, <br /> <br />with the understanding (similar to the stipulation attached to the Henry County Board <br /> <br />of Supervisor's allocation of $7,000.00) that any funds received in excess of that <br /> <br />projected for 1985-86 would be returned to the two jurisdictions on a pro-rata basis <br /> <br />(i.e., 30-70). Meanwhile, in projecting its revenue, the agency included no anti- <br /> <br />cipated funds from the Virginia Department of Social Services inasmuch as prior <br /> <br />funding by the Social Services Department during the past two years was limited to <br /> <br />"start-up" aid. <br />
