68 TUESDAY APRIL 9, 1985 Transportation and, too, that studies are underway toward providing some solution to the "Koehler Hill" bottleneck problem. In a continuation of its March 26th public hearing on Habco Construction's application for a Special-Use Permit (to allow applicant to constuct a multi-family housing com- plex on a site at the end of Wood and Crescent Streets), Council noted that the Planning Commission still has this matter under consideration and, therefore, defer- red action pending receipt of the Planning Commission's report and recommendation thereon. Council directed that a duly-advertised public hearing be conducted by Council at its forthcoming April 23rd meeting on an application for a Special-Use Permit filed by The Exchange Club of Martinsville to allow applicant to conduct and sponsor the Martinsville-Henry County Fair at Liberty Heights Fairgrounds in 1985 and, subject to subsequent annual reviews by Council, in the following four successive years. Council acknowledged receipt of the Planning Commission's recommendation that the Special-Use Permit be granted, subject to compliance with the same stipulations attached to the Special-Use Permit heretofore granted this civic group for said purpose and subject to compliance with all applicable City and State statutory requirements. Council unanimously approved of a proposed amendment to update the Articles of Incor- poration of The Piedmont Seniors of Virginia, Inc., and, also, designated Mrs. Alpha Manson as the City's voting representative (to reflect Council's approval) at a forthcoming special meeting of the PSOV at which this matter will be considered and/ or acted upon.
