<br />67 <br /> <br />TUESDAY <br /> <br />APRIL 9, 1985 <br /> <br />as well as on behalf of Council and the City, Mayor Cole presented certificates of <br /> <br />recognition to Kevin Price and Timothy Morris, Martinsville High School Seniors, who, <br /> <br />with disregard for personal safety, displayed heroism and valor in successfully res- <br /> <br />cuing an invalid neighbor from a burning building on March 10, 1985, in Martinsville. <br /> <br />In further recognition of these two young men, Council and the audience gave them a <br /> <br />standing ovation. <br /> <br />~ <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded-- <br /> <br />the minutes of its regular meeting held March 26, 1985. <br /> <br />Ms. Robin Utt, with her mother, appeared before Council and, alleging annoyances as <br /> <br />well as disruptions of peace and tranquility around their premises caused by a next- <br /> <br />door neighbor's six dogs, appealed to Council for a resolution to this problem, per- <br /> <br />haps in the form of amending Section 5-37 of the City Code to reduce the number of <br /> <br />dogs presently allowed thereunder in a residential area and/or imposing additional <br /> <br />restrictions. Council referred this matter to City Manager Brown for study. <br /> <br />,- <br /> <br />Mr. Thomas J. Womack, of 200 Fourth Street, appeared before Council on behalf of <br /> <br />himself and a number of citizens residing in the West End area of the City and <br /> <br />requested that Council (1) direct the City Manager to proceed with the acquisition <br /> <br />of property necessary to the improving of the intersection of Fayette Street-West <br /> <br />Church Street-Memorial Boulevard and (2) direct the City Manager to develop plans <br /> <br />toward relieving the traffic load and congestion on Fayette Street, particularly <br /> <br />that section known as "Koehler Hill", from and to which there are no intersecting <br /> <br />access streets to divert traffic in an emergency, such as recently occurred during <br /> <br />the course of a brush fire near the "Koehler" underpass. City Manager Brown, along <br /> <br />with Councilman Williams, noted that the need forimproving the aforementioned inter- <br /> <br />section has recently been presented to the Virginia Department of Highways & <br />
