There being no objections registered <br /> <br />against this petition, Mayor Cole declared the public hearing closed; whereupon <br /> <br />motion, duly seconded and unanimously carried, Council granted said petition in <br /> <br />the form of the following ordinance, duly adopted, which directed the vacating and <br /> <br />abandonment of said Redd Street, subject to the conditions set forth therein, as <br /> <br />recommended by the Planning Commission: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that a certain street identified as <br />Redd Street, situated to the rear of Grace United Presbyterian <br />Church, 218 Fayette Street, be--and is hereby declared--vacated and <br />abandoned, subject to the following conditions: <br /> <br />A. Should access ever be needed to what may have been <br />a graveyard located at the end of Redd Street, access <br />will be provided by Grace United Presbyterian Church <br />through the rear thereof; and <br /> <br />B. The requirement upon the petitioner (i.e., Grace <br />United Presbyterian Church) to prepare a map showing <br />the street hereby vacated and abandoned is hereby <br />waived. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing <br />this ordinance shall be in force on and after March 27, 1985. <br /> <br />A number of citizens from the Barrows Mill Road-Wood Street-Crescent Street area <br /> <br />(including Mr. Roger W. Wilcox of 908 Barrows Mill Road and Mr. Homer E. Barger <br /> <br />of 338 Greyson Street) appeared before Council in response to a scheduled public <br /> <br />hearing on Habco Construction Company's Application for a Special-Use Permit <br /> <br />(recently filed for applicant by Mr. W. Allen Adams) which, if approved, would <br /> <br />allow applicant to construct multi-family housing (consisting of 76 units) on <br /> <br />Tract 10 located off the end of Wood and Crescent Streets. The record notes, how- <br /> <br />ever, as reported by the Planning Commission, that at the Commission's public <br /> <br />hearing conducted on this application on March 21, 1985, a number of residents <br /> <br />from the area involved appeared before the Commission and ".....spoke in <br />
