<br />~q <br />do:., <br /> <br />TUESDAY <br /> <br />MARCH 12, 1985 <br /> <br />Commission, which has scheduled public hearings thereon for March 21, 1985: <br /> <br />A. An application for a Special-Use Permit, filed by <br />Mr. W. Allen Adams on behalf of Habco Construction, <br />to allow for construction of multi-family housing <br />facilities on Tract 10 located off the end of Wood <br />and Crescent Streets; and <br /> <br />B. A petition, filed by Mrs. Ann W. Marks, Realtor, on <br />behalf of Dr. Steven M. Yellin, seeking the rezoning <br />from "R-9 Residential" to "P-2 Professional" of Lot <br />No. 19 situated at 1001 Brookdale Street. <br /> <br />Under date of March 6, 1985, the Planning Commission reported that at the City's <br /> <br />request and following recent approval of the Martinsville Area Transportation Plan <br /> <br />by both City Council and the Henry County Board of Supervisors, the Virginia Depart- <br /> <br />ment of Highways & Transportation has proposed an amendment to said Plan by which, as <br /> <br />a TSM (Transportation System Management) project, Rives Road would be widened to three <br /> <br />lanes from Circle Court to Mulberry Road and Mulberry Road would be widened to three <br /> <br />lanes from Rives Road to Starling Avenue, along with the improving of turning radii at <br /> <br />several intersecting streets. The Commission further reported that objections to the <br /> <br />proposed amendment have been received from citizens residing along Rives Road and that, <br /> <br />after considering these objections as well as related matters, the Commission now <br /> <br />recommends that said amendment not be adopted. The Commission did recommend, however, <br /> <br />".....that, as a part of the next Transportation Plan update, a thorough study be made <br /> <br />of this entire area regarding the general movement of traffic as well as determining <br /> <br />possible alternate routes for through traffic on Rives Road" to which recommendation <br /> <br />the Commission attached its request that the City Administration review existing <br /> <br />traffic conditions on Rives Road to determine if any interim improvements can be made <br /> <br />to facilitate the movement of traffic through this area. Upon motion, duly seconded <br /> <br />and unanimously carried, Council accepted the Commission's recommendation on this <br /> <br />matter as well as concurred in its request of the City Administration. <br />
