Melvin Wyatt's request that penalties and interest <br /> <br />- <br /> <br />accrued on delinquent real estate taxes due on Mr. Wyatt's property at 322 Clift <br /> <br />Street for the tax years 1966 and 1967 be waived, inasmuch as it was determined that <br /> <br />Mr. Wyatt's request and the conditions related thereto did not meet the City's <br /> <br />established criteria under which penalties and interest (on delinquent real estate <br /> <br />taxes) may be waived. <br /> <br />Council unanimously approved of an amendment, already approved by the Adjutant General, <br /> <br />- <br /> <br />Department of Military Affairs, Commonwealth of Virginia, to the established policies <br /> <br />governing the usage of the local National Guard Armory, whereby reservations may be <br /> <br />made for a series of interrupted usages for official City functions only, in order to <br /> <br />accommodate activities planned by the Martinsville Senior Citizens organization, which <br /> <br />operates under the supervision of the City's Recreation Department. <br /> <br />On behalf of a local group organized in 1982 as "Citizens Against Family Violence", <br /> <br />Mr. Ward L. Armstrong, Attorney at Law and Counsel to this organization as well as a <br /> <br />former member of its Board of Directors, accompanied by Mrs. Paula Burnette, President, <br /> <br />appeared before Council in support of this agency's request--as recently submitted by <br /> <br />Mrs. Judy P. Hughes, Project Director, along with budgetary data and a description of <br /> <br />the services being rendered by the agency--that a portion of this agency's annual <br /> <br />operating cost, at least for the forthcoming budget year 1985-86, be underwritten by <br /> <br />the City to the extent of $5,000.00 through provision therefor in the City's 1985-86 <br /> <br />budget, coupled with a hoped-for contribution of a like amount from the Henry County <br /> <br />Board of Supervisors and (with) some $5,100.00 from donations and other sources, in <br /> <br />order to continue and/or expand its services and avoid a projected deficit. Council- <br /> <br />man Oakes reminded these representatives that, when the agency was first organized, it <br /> <br />had the Council's "blessing" with the understanding that it would not seek or receive <br /> <br />any financial support form the City; and, in lieu thereof, Mr. Oakes strongly urged <br />
