<br />.~ f...... <br />" I..{ <br />;I l.... ~ <br /> <br />TUESDAY <br /> <br />FEBRUARY 12, 1985 <br /> <br />of whom are handicapped), Mrs. Alpha Manson (whose son is handicapped), and Mrs. Jean Fitz- <br /> <br />gerald (whose handicapped daughter now lives elsewhere), who cited incidents of unauthorized <br /> <br />usages of reserved spaces at various local public places as well as incidents of thoughtless- <br /> <br />ness and/or carelessness on the part of non-handicapped citizens who, in parking their <br /> <br />vehicles next to reserved spaces, do not leave sufficient room for the lift mechanisms of <br /> <br />handicapped citizens' vans to operate. There being no other citizens to speak to this matter, <br /> <br />Mayor Cole declared this public hearing closed. In the ensuing discussion of this matter, <br /> <br />both City Manager Brown and Police Chief Roop contended that the solution to this problem lies <br /> <br />not through an increase in the fine (as requested), the amount of which would be inconsistent <br /> <br />with fines established for certain other traffic code violations, but, in view of current en- <br /> <br />forcement efforts, through greater emphasis on citizen education and cooperation. Members of <br /> <br />Council, seemingly concurring with this approach, suggested that consideration might be given <br /> <br />to classifying spaces reserved for the vehicles of handicapped citizens as "tow-away" zones <br /> <br />and/or to establishing a two-tier type fine, meanwhile monitoring this matter carefully for <br /> <br />the next six months for review at that time. Upon motion, duly seconded and unanimously <br /> <br />carried, Council denied Mr. Caricofe's request but not without appreciation expressed to these <br /> <br />concerned citizens whose efforts in this cause and their presenting their problems to Council, <br /> <br />as Mayor Cole described, ".... have not been wasted but have been quite constructive". <br /> <br />Council directed that a duly-advertised public hearing be conducted at its forthcoming <br /> <br />February 26th meeting on a petition filed by Mr. Jim Wilson, Realtor, on behalf of Mrs. Mary <br /> <br />S. Sheppard, seeking the rezoning of Lot No. 26 at 806 Starling Avenue from "R-6 Residential" <br /> <br />to "P-2 Professional", at which meeting is expected a recommendation thereon from the Planning <br /> <br />Commission, now in the process of considering this petition. <br /> <br />Council also directed that a duly-advertised public hearing be conducted by Council at its <br /> <br />forthcoming February 26th meeting on certain proposed amendments to the City's Zoning <br /> <br />Ordinance, as recommended by the Planning Commission, to the extent that--under certain <br />
