<br />'J"": <br />ul <br /> <br />TUESDAY <br /> <br />FEBRUARY 12, 1985 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />,- <br /> <br />Mayor William C. Cole, Jr., presiding, was held Tuesday, February 12, 1985, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., with all members--with the exception of Council- <br /> <br />man Clyde L. Williams, who was away from the City--being present, viz., William C. Cole, Jr., <br /> <br />Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; and L. D. Oakes. <br /> <br />After the invocation and following Mayor Cole's cordial welcome to visitors present, Police <br /> <br />,- <br /> <br />Chief Terry 1. Roop presented the Police Department's "Cit izen of the Year" award for 1984 <br /> <br />to Mr. James B. Frith, Jr., in appreciation and recognition of Mr. Frith's leadership in <br /> <br />helping organize the local Crime Stoppers Program in 1980 and for his support thereof, having <br /> <br />served as the Program's president from 1981 until April of 1984. In making this presentation, <br /> <br />in the form of a plaque, Chief Roop noted that, since June of 1982, the Program has aided his <br /> <br />department in solving 116 felony and misdemeanor cases and in the recovery of $63,000.00 (in <br /> <br />value) of stolen property and drugs. Chief Roop further noted that the local conviction rate <br /> <br />involving Crime Stoppers' cases has been 96%. Members of Council also acknowledged with <br /> <br />appreciation Mr. Frith's outstanding contribution of public service through the Crime Stoppers <br /> <br />Program. <br /> <br />Council unanimously approved the minutes of its regular meeting held January 22, 1985, and <br /> <br />(of) its special meeting held January 28, 1985. <br /> <br />- <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on a request filed with <br /> <br />Council at its regular meeting held January 8, 1985, by Mr. Bruce Caricofe on behalf of the <br /> <br />Martinsville Chapter of Handicaps of Virginia, Inc., urging Council to increase--from $5.00 to <br /> <br />$25.00--the fine to be imposed on persons convicted of unauthorized usage of parking spaces <br /> <br />reserved for handicapped citizens' motor vehicles, this request being on the premise that the <br /> <br />increased fine will curtail such unauthorized usage. Speaking in support of this request were <br /> <br />Mr. Caricofe, Mr. James Austin, Mr. Olaf Hurd, Jr., Mrs. Diane Kester, Mr. Harden Edwards (all <br />
