<br />~- <br /> <br />7 <br /> <br />TUESDAY <br /> <br />JANUARY 8, 1985 <br /> <br />After some discussion by members of Council, Councilman Oakes introduced his motion that <br /> <br />the HRP be continued (for the Souths ide area) without the staff-recommended $59,700.00 in <br /> <br />local funding. This motion was duly seconded; whereupon Councilman Williams offered a <br /> <br />substitute motion (which failed for lack of a second) that the full Souths ide HRP (i.e., <br /> <br />twenty units) be authorized with usage of Revenue-Sharing monies in lieu of the staff- <br /> <br />recommended $59,700.00 in local funding. Further discussion revealed that, as Vice- <br /> <br />Mayor Severt pointed out, adoption of Councilman Oakes' motion and the reduced amount of <br /> <br />funding would yet permit some fourteen units to be rehabilitated over a fifteen-month <br /> <br />period and would have a significant impact in that neighborhood. Councilman Oakes' <br /> <br />motion then carried by a vote of three-to-two (Councilman Williams voting against the <br /> <br />motion, being in favor of rehabilitating twenty units, as proposed, using Revenue-Sharing <br /> <br />monies, and Mayor Cole voting against the motion, also advocating the twenty-unit rehab- <br /> <br />ilitation program with financing in part by "local tax dollars", as recommended, which <br /> <br />Mayor Cole described as being a modest sum required in local funding, and with Mayor Cole <br /> <br />further expressing the hope that the housing rehabilitation program can be continued at <br /> <br />its former pace. Mayor Cole also commended City Manager Edmonds for his study-report on <br /> <br />this matter and for the HRP continuation proposal Mr. Edmonds recommended for the South- <br /> <br />side area). <br /> <br />-- <br /> <br />In compliance with a prior request of the Council, the State Department of Highways & <br /> <br />Transportation reported that it has studied ways and means to construct improvements <br /> <br />along Rives Road for the accommodation and/or dispersal of motor vehicle traffic in the <br /> <br />area and, as a result, submitted its findings and recommendations thereon which Council <br /> <br />referred to the Planning Commission for its study and recommendations. <br /> <br />Former Councilman Henry C. Reed appeared before Council and commended City Manager <br /> <br />Edmonds for his service to the City and its citizens and, along with members of Council, <br /> <br />extended best wishes to Mr. Edmonds, who recently resigned as Martinsville's City <br />
