<br />6 <br /> <br />TUESDAY <br /> <br />JANUARY 8, 1985 <br /> <br />Upon City Manager Edmonds' recommendation, Council unanimously approved (for execution by <br /> <br />the City) of an agreement with the New River Regional Criminal Justice Training Center <br /> <br />under which this agency will formally lease from the City the annex building to the rear <br /> <br />of the former Joseph Martin Elementary School (previously made available to and used by <br /> <br />the agency) for the sum of $100.00 per month for the period beginning February 1, 1985, <br /> <br />and ending June 30, 1988, subject to other terms and conditions incorporated in the <br /> <br />agreement. <br /> <br />Council unanimously approved of a budget development schedule, as proposed by City Manager <br /> <br />Edmonds, in preparation for the City's fiscal year beginning July 1, 1985. <br /> <br />City Manager Edmonds informed Council that the City employees' response and participation <br /> <br />in the 1984 United Way Campaign (recently completed) was most gratifying, with Mr. Edmonds <br /> <br />noting that actual contributions-pledges by City employees, in total amount, have doubled <br /> <br />since 1980. <br /> <br />Under date of January 2, 1985, City Manager Edmonds responded to some of the questions and <br /> <br />issues raised at Council's December 18th meeting regarding the City's Housing Rehabili- <br /> <br />tation Program, past and proposed. Mr. Edmonds' written response concluded with the fol- <br /> <br />lowing summary: <br /> <br />Given our lack of success in securing a VCDBG (Virginia Community <br />Development Block Grant), it is the unanimous opinion of our staff <br />that the optimal proposal for continuing the HRP into the South- <br />side area is that recommended to you in my report dated December 6, <br />1984. This would involve twenty units and $59,700.00 in local <br />funding over the next two fiscal years. As you know, this proposal <br />represented a significant reduction from the program extension <br />first envisioned and supported by residents in the Souths ide <br />neighborhood. <br /> <br />Any substantial further reduction will result in proportionately <br />high administrative costs and would be wasteful. We must, therefore, <br />reiterate our original proposal and recommendation. If, however, <br />upon review of the foregoing, the majority of the Council wants to <br />extend the Program with no local funding committed, you can depend <br />on the administration to implement that decision as effectively as <br />possible. <br />
