<br />~ <br />L <br /> <br />TUESDAY <br /> <br />JANUARY 8, 1985 <br /> <br />expansion of the headquarters facilities of the Blue Ridge R~gional Library and, in so <br /> <br />doing, commended the members of the Library's Governing Board in undertaking the expan- <br /> <br />sion project, for which a successful funding campaign has just been completed under the <br /> <br />co-chairmenship of Messrs. William F. Franck and Allan McClain: <br /> <br />RECITAL <br /> <br />1. That the headquarters of the Blue Ridge Regional Library system <br />is presently located in a facility located at 310 East Church <br />Street, Martinsville, Virginia, on property deeded to the City <br />of Martinsville, by the Trustees of the Memorial Public Library, <br />Inc., on the 15th day of January, 1975. <br /> <br />2. That this headquarters building is now too small to serve its <br />function as both a headquarters for the regional library system <br />and as a library. <br /> <br />3. That the Trustees of the Library have initiated plans to expand <br />the library by building an addition to it on property located <br />to the west of the present library building and being owned by <br />the City of Martinsville by deed dated the 15th day of December, <br />1983. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Martinsville <br />that the building of an addition to the Blue Ridge Regional Library on the <br />property owned by the City of Martinsville is approved and accepted by the City <br />Council of the City of Martinsville and the City of Martinsville encourages the <br />expansion of the Blue Ridge Regional Library onto this property. <br /> <br />APPROVED by the City Council of the City of Martinsville, Commonwealth of Vir- <br />ginia, on the 8th day of January, 1985. <br /> <br />Council unanimously accepted for introduction--and for further consideration and/or action <br /> <br />at its forthcoming January 22nd meeting--an ordinance which will amend paragraphs one and <br /> <br />three of Article III of the City's Business-Professional-Occupational License Tax Ordinance <br /> <br />(1983) to effect certain "rollbacks" in license tax rates as heretofore State-mandated. <br /> <br />One of the "rollbacks" in rates proposed, viz., from twenty-six cents (per one hundred <br /> <br />dollars of gross receipts) to sixteen cents for construction contractors was deemed by Mr. <br /> <br />Richard A. Prillaman, President of Prillaman & Pace, Inc., as yet being insufficient to <br /> <br />eliminate a disadvantage local contractors undergo when bidding on and/or constructing pro- <br /> <br />jects in Virginia localities which impose a lesser tax rate or none at all. <br />
