<br />4 <br /> <br />TUESDAY <br /> <br />JANUARY 8, 1985 <br /> <br />Pannil Knitting Company's petition seeking the closing and abandonment of that certain <br /> <br />street identified as Spring Street, situated off the south side of a recently-abandoned <br /> <br />section of Water Street and completely surrounded by petitioner's properties~ Council <br /> <br />called for a duly-advertised public hearing to be conducted by Couricil on this petition <br /> <br />at Council's forthcoming January 22nd meeting. <br /> <br />Also, in tentative acceptance of a Planning Commission recommendation, Council called <br /> <br />for a duly-advertised public hearing to be conducted by Council at its forthcoming <br /> <br />January 22nd meeting on certain proposed amendments (initiated by the Commission) to <br /> <br />Sections II and VIII of the City's Zoning Ordinance pertaining to the location and <br /> <br />operation of rehabilitation facilities within the City. <br /> <br />Mr. Bruce H. Caricofe, President of the Martinsville Chapter of Handicaps of Virginia, <br /> <br />appeared before Council and requested that Council increase--from $5.00 to $25.00--the <br /> <br />City's fine for those persons convicted of parking their motor vehicles in spaces <br /> <br />reserved for handicapped citizens' vehicles, an amount to parallel that which the <br /> <br />Henry County Board of Supervisors now has under consideration for imposing and an <br /> <br />amount (Mr. Caricofe maintained) sufficient to discourage non-handicapped shoppers <br /> <br />who, otherwise and because of prime locations of these spaces, might be willing to pay <br /> <br />$5.00 for such a parking space, if detected and convicted. After some discussion of <br /> <br />this request, weighed against what other communities' fines are for such violations <br /> <br />as well as against the report that violations and enforcement within the City are not <br /> <br />a problem, Council--upon Councilman Williams' motion, seconded by Vice-Mayor Severt-- <br /> <br />directed that a public hearing be conducted by Council on Mr. Caricofe's request at <br /> <br />Council's forthcoming February 12th meeting, the vote to conduct such a hearing being <br /> <br />three-to-two (Messrs. Groden and Oakes voting against the motion). <br /> <br />Council unanimously adopted the following resolution expressing support of the proposed <br />
