<br />36 <br /> <br />TUESDAY, DECEMBER 9, 1986 <br /> <br />WHEREAS, this expansion will result in a substantial increase in service <br />and employee traffic which will compound a dangerous traffic problem of <br />access to the Tultex Plant from Liberty and Franklin Streets; and <br /> <br />WHEREAS, the Tultex Corporation contributes greatly to the economy of the <br />area through capital investments and the employment of a large number of <br />people; and <br /> <br />WHEREAS, the City of Martinsville is desirous of assisting the Tultex <br />Corporation in its efforts to provide improved access to its manufacturing <br />facility for service and employee traffic and for reasons of traffic <br />safety; now, therefore, <br /> <br />BE IT RESOLVED by the City Council of the City of Martinsville, Virginia, <br />in regular session assembled, that said Council hereby requests the <br />Virginia Department of Highways and Transportation to allocate State <br />Industrial Access Funds to construct an industrial access street from <br />Liberty Street to Franklin Street for a distance of approximately 440 feet, <br />as shown on the attached sketch, to provide a much needed improved access <br />to the Tultex Corporation plant abutting Franklin Street. <br /> <br />In accordance with City Manager Brown's recommendation and a request by the Virginia <br /> <br />Municipal League, Council unanimously authorized a one-time contribution of $250.00 <br /> <br />for the operation of the State/Local Legal Center, an organization which advances <br /> <br />and defends the interests of state and local governments before the Supreme Court of <br /> <br />the United States. <br /> <br />Council acknowledged receipt of an all-funds balance sheet as of October 31, 1986. <br /> <br />Council was apprised of an acknowledgement by the State's Joint Legislative Audit & <br /> <br />Review Commission of receipt of the recently-adopted joint resolution by City <br /> <br />Council and the City School Board pertaining to current State-funding for various <br /> <br />public school programs. <br /> <br />Council also expressed appreciation to the two local chapters of the Daughters of <br /> <br />the American Revolution for their willingness to undertake and organize a City- <br /> <br />County observance in 1987 in celebration of the 200th anniversary of the signing of <br /> <br />the Constitution of the United States. <br />
