<br />," 3f': <br />q -.. <br /> <br />TUESDAY, DECEMBER 9, 1986 <br /> <br />seconded and unanimously carried, Council directed that the street section extending <br /> <br />,..-- <br /> <br />westward and northwestward from Starling Avenue to Market Street (at West Church <br /> <br />Street) shall be known as-and named--"Market Street"; thus Market Street shall now <br /> <br />extend from Starling Avenue to Commonwealth Boulevard. <br /> <br />After some discussion, Council accepted for introduction and placed on first reading <br /> <br />a proposed revision (being Ordinance No. 86-10) of a previously-considered amendment <br /> <br />,-- <br /> <br />to Section 13-37 of the City Code which, if adopted, will require owners of prop- <br /> <br />erties within the City, subject to certain conditions, to keep grass, weeds, and/or <br /> <br />like vegetative growth on their properties to a height above ground not to exceed <br /> <br />eighteen (18) inches, instead of the current three feet allowed. In addition, <br /> <br />factors to be considered in enforcing this amendment would include the questions of <br /> <br />threats or potential threats to public health and safety as well as steep slopes and <br /> <br />terrain. Council directed that public notice be given that Council will again con- <br /> <br />sider this amendment, as revised, and may take final action thereon at its forth- <br /> <br />coming January 13th (1987) meeting, at which time interested citizens may present <br /> <br />their opinions, or express their support or objections. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />- <br /> <br />resolution requesting the Virginia Department of Highways & Transportation to <br /> <br />allocate State Industrial Access Funds for the construction of an industrial access <br /> <br />street from Liberty Street to Franklin Street to provide a much-needed and improved <br /> <br />access street for Tultex Corporation's Franklin Street plant as well as to provide <br /> <br />for improved traffic flow and traffic safety in the general area: <br /> <br />WHEREAS, the Tultex Corporation is in the process of expanding its <br />manufacturing capacities at its plant situated in the City of Martinsville, <br />Virginia, fronting Franklin Street; and <br /> <br />WHEREAS, the projected capital expenditures for this project will be in <br />excess of twelve (12) million dollars and will create two hundred (200) new <br />jobs; and <br />
