<br />(,' ~ If <br />j .j ':t <br /> <br />TUESDAY, DECEMBER 9, 1986 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor L. D. Oakes presiding, was held Tuesday, December 9, 1986, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M. With the exception of Councilman Allan <br /> <br />McClain (who was away from the City), all members were present, viz., L. D. Oakes, <br /> <br />Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; and Alfred T. Groden. <br /> <br />Prior to considering its regular order of business, Council recognized Mr. J. Thomas <br /> <br />Vaughan and presented to Mr. Vaughan a token of the Council's appreciation of his <br /> <br />service to the community as a member of the Board of Directors of the Martinsville- <br /> <br />Henry County Economic Development Corporation, from which position Mr. Vaughan <br /> <br />recently resigned because of his impending transfer from the Martinsville division <br /> <br />of United Virginia Bank (of which he was President) to the headquarters of United <br /> <br />Virginia Bank in Richmond, Virginia. <br /> <br />Upon motion, duly seconded and unanimously recorded, Council approved--as recorded-- <br /> <br />the minutes of Council's regular meeting held November 25, 1986. <br /> <br />City Manager Brown reported that, after giving additional study to the matter of <br /> <br />naming the recently-completed extension of Mulberry Road, he recommends that the <br /> <br />section of this street extending westward and northwestward from Starling Avenue to <br /> <br />Market Street be named ''Market Street". The record notes that the Planning Commis- <br /> <br />sion, which is now considering the zoning and/or rezoning of areas along this sec- <br /> <br />tion, now concurs in this recommendation. Meanwhile, Vice-Mayor Williams pointed <br /> <br />out, in response to Mr. Bruce Dallas' request (at Council's November 25th meeting) <br /> <br />that the recently-constructed portion be named "Dr. D. O. Baldwin Boulevard", that <br /> <br />he agrees with current City-adopted policy that local streets not be named for indi- <br /> <br />vidual citizens because, in the absence of such a policy, inadvertent "slighting" of <br /> <br />many citizens deserving to be so honored would be inevitable.
