<br />(~21 <br /> <br />TUESDAY, NOVEMBER 11, 1986 <br /> <br />..'_.' <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on a proposed <br /> <br />ordinance (being Ordinance No. 86-9) which, if adopted, would grant a renewal fran- <br /> <br />chise to Multi-Channel TV Cable Company to operate and maintain a television cable <br /> <br />system in Martinsville for a five-year period beginning January 1, 1987, subject to <br /> <br />compliance with terms and conditions specified in said ordinance, including a fran- <br /> <br />chise fee of five percent (5%) annually on grantee's gross revenue collected from <br /> <br />its in-City subscribers. Representing Multi-Channel TV Cable Company was Mr. <br /> <br />William Woolf, Manager of the Martinsville Division. There being no objections reg- <br /> <br />istered by any citizen to the proposed ordinance or the proposed franchise renewal, <br /> <br />Mayor Oakes declared this public hearing as being closed; whereupon motion, duly <br /> <br />seconded and unanimously carried, Council adopted said ordinance (as placed on first <br /> <br /> <br />reading at Council's October 28th meeting), effective January 1, 1987. (Note: The <br /> <br /> <br />ordinance is not included herein as a part of these minutes but is on file with the <br /> <br /> <br />Clerk of Council for reference and/or examination by any interested citizen.) <br /> <br />Council unanimously returned to City Manager Brown and his staff a proposed <br /> <br />ordinance (identified as Ordinance No. 86-10) which, if adopted, would amend Section <br /> <br />13-37 of the City Code to the extent of reducing from three feet to eighteen inches <br /> <br /> <br />the requirement set forth in subsection (a) thereof, relating to grass, weeds or <br /> <br />like vegetative growth on parcels of land within the City (when deemed by the Di- <br /> <br /> <br />rector of Public Works a potential threat to public health or safety). The proposed <br /> <br />amendment also would add the same restriction to vacant lots (fronting public <br /> <br /> <br />streets) for a depth of 100 feet. In so returning this to the City Manager, Council <br /> <br />requested that certain concerns expressed by members of Council (involving appli- <br /> <br />cation, practicality, and hardship cases) be considered. <br /> <br />Council accepted for introduction and placed on first reading a proposed ordinance <br /> <br />(identified as Ordinance No. 86-11) which, if adopted will add Sections 14.5 and <br /> <br />14.6 to the City Code to provide for adoption by the City's Police Department of a <br />
