Roop--the amendment he pre- <br /> <br />viously recommended to Section 5-39 of the City Code as being the best method of <br /> <br />controlling barking-and-howling dogs from an enforcement point of view, noting that <br /> <br />such enforcement would not require citizen involvement in bringing violators to <br /> <br />court. In addition, Mr. Brown presented a proposed amendment to said Section 5-39, <br /> <br />as prepared by City Attorney Worthy, which would require citizen involvement and <br /> <br />would be enforced under general nuisance-type provisions. After some discussion and <br /> <br />upon motion (duly seconded), Council accepted by a vote of three-to-two City Attor- <br /> <br />ney Worthy's proposed amendment and placed same (as Ordinance No. 86-12) on first <br /> <br />reading for Council's further consideration and/or action at its forthcoming <br /> <br />November 25th meeting. Voting against this motion were Mayor Oakes and Vice-Mayor <br /> <br />*Williams, with Mr. WilliamS*expressing support of the Administration in this matter. <br /> <br />Council referred to City Manager Brown, for his study and report, a proposal <br /> <br />initiated by the Henry County Board of Supervisors suggesting that City Council and <br /> <br />the Board of Supervisors create a joint study committee for the purpose of <br /> <br />investigating the design, erection and funding of "Welcome" signs along highways <br /> <br />throughout the City/County area. <br /> <br />City Manager Brown presented to Council a Safety Inspection-Report prepared by the <br /> <br />City's Safety Consultant (Mr. Oakley H. Fitzgerald) covering Phase 1 of a three- <br /> <br />phase proposal to upgrade the City's safety program. Mr. Brown reported that funds <br />
