<br />~O~ <br /> <br />TUESDAY, OCTOBER 21, 1986 <br /> <br />The report on the School System's Special Education Programs (those for <br /> <br />other-than-gifted students) indicated that 194 students were enrolled in these <br /> <br />programs in 1975-76 (with a total student enrollment of 3,957) whereas 380 <br /> <br />students are enrolled in 1986-87 (with a total student enrollment of 3,048). <br /> <br />In 1978-79 the number of gifted students was 333, requiring 5 teachers and four <br /> <br />aides and total salaries of $80,541.00; and, the number of gifted students in <br /> <br />1986-87 is 454, requiring 7.34 teachers at a total salary cost of $237,264.00. <br /> <br />The Census Report studies (prepared and presented by Dr. Kellogg) not only <br /> <br />included the numbers and values of building permits issued by the City in 1983, <br /> <br />1984, and 1985 for various uses, but also other various statistical data, from <br /> <br />which the following findings and conclusions evolved: <br /> <br />(1) The City's population is declining due to the combination of the <br />growth in the number of elderly persons and the decline in <br />married-couple families with children (or the increase in <br />married-couple families without children); <br /> <br />(2) The City's population is getting older and the retired population <br />forms a substantial part of the City's total population; <br /> <br />(3) The City has experienced some out-migration to the surrounding <br />county; and <br /> <br />(4) The population losses among the youngest age groups are most <br />serious because of effect upon school facilities utilization, <br />school personnel, and the school budget. <br /> <br />The results of the student test scores, Dr. Kellogg reported, indicates that <br /> <br />the City School System maintains a good instructional program; however, for <br /> <br />some yet-undetermined cause, such as curriculum match or testing format, the <br /> <br />system's eighth-graders, year by year, do not match the above-average scores of <br /> <br />students in all other grade levels. <br /> <br />The report on the roofing costs incurred or to be incurred (to rebuild or <br /> <br />replace roofs on the City's six active school buildings, and including <br /> <br />architect's fees, contingencies, etc.) indicated a total of $753,494.00, plus <br />
