<br />401 <br /> <br />TUESDAY, OCTOBER 21, 1986 <br /> <br />,"~. <br /> <br />salaries (including extra stipends) for 1983 and 1987 were shown as $29,842.00 <br />and $37,020.00, respectively. <br /> <br />,...- <br /> <br />In an analysis of current teacher salaries and a State mandate relating to <br /> <br />teacher salaries (the analysis having been prepared by Mr. Ronald B. Epperly, <br /> <br />Business Manager of the City School System), Council was informed that <br /> <br />Martinsville's average classroom teacher's salary for 1986-87 is now $24,863.00 <br /> <br />and (that) to qualify for "transitional payments" in 1987-88 of $239,000.00, <br /> <br /> <br />the School Board must (1) increase each step of the Bachelor's pay scale, plus <br /> <br />all stipends, by 10% ~ provide for an average classroom teacher's salary of <br /> <br />$26,897.00 in 1987-88. In the latter event, Council was informed that an <br /> <br />increase of 8.2% will be required, excluding "turnover" effects and increasing <br /> <br />s Upends. <br /> <br />As to the draft of the proposed resolution, several members of Council <br /> <br />indicated difficulty in supporting it, as now prepared, because the tone of the <br /> <br />resolution implied that current State funding has decreased overall during the <br /> <br />past year or past several years, when, actually, State funding has been <br /> <br />increased year by year but not to the extent as to off-set the "losses" of some <br /> <br />$305,700.00 for the support of certain programs. Accordingly, Council sug- <br /> <br />gested that Superintendent Calkins and City Manager Brown re-word the <br /> <br />resolution for Council's further consideration. <br /> <br />For the City School System's regular programs (i.e., excluding Federal program <br /> <br />activities, cafeteria operations, bUilding maintenance, and pupil transpor- <br /> <br />tation), records indicated 233.7 employees in 1977-78 and 244 employees in <br /> <br />1986-87, during which time a full-day kindergarten was activated and the former <br /> <br />Joseph Martin Elementary School was closed. <br />
