Costs of Replacing Roofs on Six City School Buildings (now <br />completed or in process), presented by Board Chairman Carter. <br /> <br />The Budget Summary Spread Sheet, covering the years 1978-79 to--and including <br /> <br />1986-87--reflected not only estimated budgets and actual income/expenditures <br /> <br />(excluding 1986-87 except for estimated figures) but also provided the School <br /> <br />Board's computation of annual costs per pupil. This exhibit delinated, too, <br /> <br />the decline in "average daily membership" from 3,629 in 1978-79 to 3,059 in <br /> <br />1985-86, a trend which now penalizes the City School System in the allocation <br /> <br />of State funds. With regard to this exhibit and noting some differences <br /> <br />between the School Board's budget figures and those set forth in the City's <br /> <br />budgets, Councilman Cole urged that both the City and the School Board use the <br /> <br />same format in compiling and displaying budget figures. <br /> <br />The School System's average teacher salaries (i.e., certificated teacher <br /> <br />costs), shown as of January of the years 1983, 1984, 1985, and projected as of <br /> <br />January 1986 and 1987, depicted 212.9 FTE positions at January of 1983 and 223 <br /> <br />such positions in January of 1987, with average salaries of $18,687.00 and <br /> <br />$25,128.00, respectively. The lowest salary in 1983 was $12,800.00, whereas <br /> <br />the lowest projected to January, 1987, will be $17,200.00; and the highest <br />
