<br />In connection with the foregoing project, City Manager Brown reported that a
<br />
<br />total of $2,000,000 was originally estimated to be the total cost thereof and,
<br />
<br />in response to inquiries from members of Council, informed Council that color
<br />
<br />removal facilities (which are not a part of, nor included in, the foregoing)
<br />
<br />must be installed by the City in said treatment plant, pursuant to order by the
<br />
<br />State Water Control Board, no later than January 1, 1989, and (that) the City
<br />
<br />may be required to install such facilities before that date, depending upon a
<br />
<br />subsequent order from the Water Control Board which is currently studying this
<br />
<br />matter and the recently-reported problems downstream attributed to area textile
<br />
<br />dyes not now completely "treatable" by the City's wastewater treatment plant.

<br />Mr. Sherman M. Saunders, Executive Director of the Pittsylvania County
<br />
<br />Community Action Agency (located in Chatham, Virginia), appeared before Council
<br />
<br />and presented data and information describing that agency's recent activities
<br />
<br />in Martinsville, particularly in the areas of (1) weatherization, (2) senior
<br />
<br />nutrition, being for both homebound citizens and group settings, and (3)
<br />
<br />emergency services under the Southside Community Action Program. Mr. Saunders
<br />
<br />also informed Council that future plans for the Martinsville branch call for
<br />
<br />coordinating with the City's Department of Social Services, the Mental Health
<br />
<br />Association, the Salvation Army, and the Reach Out Program of St. Joseph's
<br />
