<br />90 <br /> <br />TUESDAY, OCTOBER 14, 1986 <br /> <br />use permit if the Council finds that the project will not substantially injure <br /> <br />the value of adjoining or abutting properties and (that) there is a public <br /> <br /> <br />necessity for the project. There being no other citizens desiring to speak to <br /> <br /> <br />this matter, Mayor Oakes declared the public hearing closed. Members of <br /> <br />Council then inquired into matters relating to property owners' responsibil- <br /> <br />ities and/or recourses in cases of stormwater runoff; dry-well construction and <br /> <br />usage; and soil makeup in the project area. Members of Council concluded, too, <br /> <br />that not only is there need for additional housing in the City but also the <br /> <br />best usage of the 10.8-acre tract lies in the townhouse development proposed by <br /> <br />Mr. Adkins. Vice-Mayor Williams then introduced a motion, seconded by Council- <br /> <br />man Cole, that the requested special-use permit be issued, in acceptance of the <br /> <br />Planning Commission's recommendations thereon, including the two specific <br /> <br />"conditions" hereinbefore set forth. There being no further discussion of this <br /> <br />matter, and upon request by Councilman McClain for a "roll-call" vote on the <br /> <br />motion (inasmuch as Councilman McClain envisioned a potential conflict of <br /> <br />interest), all members of Council--with the exception of Councilman McClain, <br /> <br />who abstained--voted in favor of the motion; thus, the motion was carried and <br /> <br />the special-use permit ordered issued. <br /> <br />Upon motion, duly seconded and unanimously carried, Council granted the <br /> <br />Martinsville duPont Credit Union's request for an extension of City water and <br /> <br />sewer lines to the Credit Union's property situated outside the City's corpo- <br /> <br />rate limits at the intersection of Route 220 (Memorial Boulevard South) and <br /> <br />State Route 721 (duPont Road), whereby this property will be served water and <br /> <br />sewer by the City.
