Another concern expressed by one or more of the nearby residents <br /> <br />anticipates objectionable noises, if the proposed townhouse complex is <br /> <br />constructed, by virtue of concentration of people and motor vehicles in a <br /> <br />relatively-small area. Regarding stormwater runoff facilities, Mr. Moles <br /> <br />reported that on two past occasions the four-foot culvert at or near his <br /> <br />property was inadequate to contain runoffs. In addition, several of these <br /> <br />,-. <br /> <br />citizens indicated that they would not have built or purchased their present <br /> <br />residential properties on Dundee Court or Corn Tassel Trail had they known that <br /> <br />a townhouse project, such as proposed by Mr. Adkins, would be constructed on <br /> <br />the proposed site. Attorney Gardner then presented Mr. Roger L. Young, a local <br /> <br />realtor, who expressed his opinion that the townhouse project will adversely <br /> <br />affect the monetary values of residential properties in the area and, further- <br /> <br />more, questioned the need for more townhouses (whose units would be for sale), <br /> <br />citing the Blankenship Road townhouse project as being merely an apartment <br /> <br />complex inasmuch as only 5% of its twenty-eight units are owned by occupants. <br /> <br />On the basis of a recent--but limited--apartment occupancy survey conducted by <br /> <br />Mrs. Ashby Pritchett and Mrs. W. K. Moles, Attorney Gardner also questioned the <br /> <br />present need for more townhouses and apartments within the City; whereas, Mr. <br /> <br />- <br /> <br />Bill A. Adkins, applicant, taking exception to the survey findings, informed <br /> <br />Council that he has no vacancies in the 100 apartment units he currently owns <br /> <br />and all indications point to the need for his proposed 62-unit townhouse <br /> <br />project. In closing and summarizing the presentation by those opposing the <br /> <br />project, Attorney Gardner reiterated his earlier citing of certain conditions <br /> <br />and requirements (as set forth in Section VIII-B of the City's Zoning Ordi- <br /> <br />nance) under which City Council may grant or issue special-use permits, with <br /> <br />Mr. Gardner specifically emphasizing (d) and (e) thereof, whereunder (among <br /> <br />other conditions and requirements) Council may issue the requested special- <br /> <br />'~8( <br />"i',..._~ '" <br />
