For the total project, total required <br /> <br /> <br />right-of-way (for the entire project) should be acquired by the Highway Depart- <br /> <br /> <br />ment by the end of December, 1987, and construction would be scheduled for <br /> <br /> <br />1988. Council was informed that, for the right-turn lane, two houses (and <br /> <br />lots) and a vacant lot will be involved. In acceptance of City Manager Brown's <br /> <br />recommendation, Council unanimously directed that the State Highway Department <br /> <br />be requested to acquire the right-of-way necessary for the right-turn lane as <br /> <br />soon as possible after the forthcoming January public hearing and that the City <br /> <br />proceed with construction of the right-turn lane (after right-of-way is <br /> <br />acquired by the State) in the Spring of 1987, on the basis of the cost being <br /> <br />credited to the City's share of the total project cost, assuming that the turn <br /> <br />lane construction can be designed and installed as a permanent improvement. <br /> <br />Meanwhile, commending Council for its action in this matter were Mrs. Gloria <br /> <br />Hodge Hylton (of 402 Second Street), Mr. J. B. Travis (of 401 Fifth Street) and <br /> <br />former Mayor-Councilman William D. Hobson (of 1013 West Fayette Steet). <br /> <br />City Manager Brown reported on a meeting he and Mayor Oakes attended in Salem, <br /> <br />Virginia, on September 5, 1986, during which meeting several officials of the <br /> <br />Commonwealth of Virginia reviewed the findings and recommendations of the <br /> <br />Governor's Commission on Transportation in the Twenty-First Century pertaining <br /> <br />to current and projected transportation needs in the Commonwealth of Virginia <br /> <br />as well as ways and means to finance the cost of meeting these needs. Current <br /> <br />needs included the following three projects for the City of Martinsville (these <br /> <br />being also listed in the Six-Year Plan of the State's Department of Highways <br /> <br />and Transportation): <br />
